Organizational Context

Based in the UNFPA Afghanistan Country Office in Kabul, this role operates within a complex and fragile environment. The Programme Analyst, Youth reports to the Deputy Representative and leads UNFPA’s youth portfolio, integrating youth programming across health, protection, and humanitarian response. UNFPA's mandate focuses on ensuring every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled, aligning with the ICPD Programme of Action and SDGs.

Job Purpose

The Programme Analyst, Youth provides essential technical leadership and programme management support for UNFPA’s youth initiatives in Afghanistan. This role is crucial for ensuring the effective implementation, quality assurance, and integration of youth-focused interventions across health, protection, and resilience programming. A key responsibility includes the oversight of UNFPA-supported Youth Centres, ensuring they serve as vital platforms for youth engagement and wellbeing within a challenging and evolving operational landscape. The position contributes to safeguarding and advancing the health, protection, and potential of adolescents and young people, particularly adolescent girls.

Responsibilities

The role involves contributing to the design and implementation of youth programming, ensuring integration across Reproductive Health (RH), Gender-Based Violence (GBV), and resilience initiatives. Technical support is provided for adolescent and youth engagement approaches, including life skills and community-based interventions. The Programme Analyst oversees the effective functioning and quality assurance of UNFPA-supported Youth Centres, monitoring implementing partners for compliance with standards. Responsibilities also include managing annual workplans and budgets, monitoring programme progress, conducting field visits, and contributing to reporting and knowledge sharing. Maintaining partnerships with local authorities, stakeholders, and youth networks is essential, as is coordinating with UNFPA units to ensure integrated youth interventions. The role supports resource mobilization efforts through inputs to proposals and donor reports.

Work Experience

A minimum of two years of professional experience (with a master’s degree) or four years (with a bachelor’s degree) in development or humanitarian programming is required. Experience in Reproductive Health is preferred. Specialized knowledge and experience in Youth Development approaches, programme/project management, and prior UN system experience are desirable.
