Job Purpose
The Programme Analyst, Youth provides essential technical leadership and programme management support for UNFPA’s youth portfolio in Afghanistan. This role is crucial for ensuring the effective implementation, quality assurance, and integration of youth-focused interventions across health, protection, and resilience programming. A key responsibility includes the oversight of UNFPA-supported Youth Centres, ensuring they serve as effective platforms for youth engagement and well-being. The position operates within a complex and evolving environment, contributing to safeguarding and advancing the health, protection, and potential of adolescents and young people, particularly adolescent girls.
Responsibilities
The role involves contributing to the design and implementation of youth programming, ensuring integration across Reproductive Health, Gender-Based Violence, social norms, and resilience initiatives. Technical support is provided for adolescent and youth engagement approaches, including life skills and participation. The incumbent oversees the effective functioning and quality assurance of UNFPA-supported Youth Centres, monitoring implementing partners for compliance and capacity building. Programme management includes supporting workplans, budgets, and partner agreements, alongside monitoring progress, identifying challenges, and conducting field visits. Coordination with local authorities, stakeholders, and UNFPA units is essential, as is participation in relevant coordination mechanisms. The role also supports resource mobilization through proposal inputs and donor reporting.
Work Experience
A minimum of two years of increasingly responsible professional experience in development or humanitarian programming is required. Experience in Reproductive Health is preferred. Specialized knowledge in Youth Development approaches and programme/project management, including multi-sector programmes, is desirable. Prior UN system experience is an asset.
