Organizational Context

UNFPA is the lead United Nations agency dedicated to fulfilling a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is realized. The Provincial RH/ GBV Coordinator supports subnational efforts in Maternal and Reproductive Health, Adolescents and Youth, and Gender-Based Violence prevention and response. This role contributes to strengthening inter-agency coordination and ensuring alignment with national priorities and humanitarian standards, reporting to the Area Coordinator.

Job Purpose

The Reproductive Health/Gender Based Violence Coordinator provides essential technical and programmatic support for the implementation and monitoring of integrated interventions in Reproductive Health, Adolescents and Youth, humanitarian response, and Gender-Based Violence prevention and response in Afghanistan. The role ensures effective field coordination, partner oversight, and quality assurance, guaranteeing compliance with UNFPA standards and national frameworks. It also integrates GBV risk mitigation across various sectoral programming, contributing to UNFPA's mandate of ensuring reproductive health and gender equality, and supporting the achievement of Sustainable Development Goals.

Responsibilities

The Provincial RH/ GBV Coordinator oversees and coordinates the daily implementation of UNFPA-supported RH/ GBV activities within the assigned area, ensuring alignment with work plans and country office priorities. The role serves as the primary field-level focal point for MRH, A&Y, humanitarian, and GBV programming. Regular field monitoring visits are conducted to provide feedback and technical support to implementing partners for quality and inclusive service delivery, identifying and addressing bottlenecks. The incumbent conducts field assessments to identify needs and gaps, collaborates with UN agencies, NGOs, and local authorities to enhance intervention effectiveness, and facilitates capacity-building trainings for partners and stakeholders. The position also supports program activity implementation, proposal development, donor engagement for resource mobilization, and contributes to progress and donor reports. Representation in sub-national coordination forums and participation in inter-agency PSEA coordination mechanisms are key duties, alongside supporting service mapping, referral pathways, and programme monitoring.

Work Experience

A minimum of two years of professional experience (with a master's degree) or four years (with a bachelor's degree) in RH/GBV programming, protection, gender, or humanitarian response is required. Experience in RH/GBV prevention and response, survivor-centered approaches, PSEAH/safeguarding systems, and working with NGOs in humanitarian settings is desirable.
