Job Purpose
This consultancy aims to develop a Sexual and Reproductive Health and Rights (SRHR) Playbook and Toolkit for Local Government Units (LGUs) and health systems in the Philippines, under the 'Leaving No One Behind' initiative. The purpose is to translate research findings and strategic insights into practical, actionable tools that support the implementation of SRHR programs at the local level. The role will enhance the capacity of LGUs and health providers to deliver essential SRHR services, address barriers to access, and promote community engagement, ultimately contributing to improved health outcomes and the fulfillment of young people's potential.
Responsibilities
The consultant will lead the development of an SRHR Playbook and Toolkit, translating research into practical implementation guides for LGUs and health systems. This involves designing SBC strategies, including audience segmentation, behavioral diagnosis, and socio-ecological analysis, to identify and address demand-side and service-side barriers. The role requires creating decision-support tools, such as barrier-to-intervention guides and flowcharts, and designing community engagement approaches that extend beyond traditional IEC materials. A strong understanding of health system realities, the Philippine public health system, LGU structures, and relevant national policies like the UHC Act and RPRH Law is crucial. The consultant will also supervise multimedia designers for the visual production of materials and may propose a multimedia assistant.
Work Experience
At least 7-10 years of relevant experience in Social and Behavior Change (SBC/SBCC), health promotion, public health programming, and SRHR/family planning/adolescent health/maternal health. Demonstrated experience in developing playbooks, toolkits, or operational guidelines for LGUs/health systems in the Philippines is essential. Experience translating research into practical local implementation tools and understanding health system realities is also required.
Skills
Strong expertise in SBC strategy design, including audience segmentation and behavioral diagnosis. Ability to develop decision-support tools for LGUs. Excellent technical writing and editing skills in English. Familiarity with the Philippine public health system and LGU set-up is highly desirable. Ability to supervise multimedia design and production is a plus.
