Organizational Context
The Data Programme Specialist is part of the Population Dynamics, Data, and Policy unit at UNFPA West and Central Africa Regional Office (WCARO), reporting to the Unit Coordinator. This role supports the Harmonization and Improvement of Statistics in West and Central Africa (HISWACA) project, ensuring high-quality statistical methodologies for censuses, CRVS, and surveys. UNFPA's mandate focuses on reproductive health, gender equality, and population dynamics to achieve the ICPD Programme of Action and SDGs.
Job Purpose
The Data Programme Specialist coordinates regional statistical harmonization and improvement projects across West and Central Africa. The role is crucial for producing high-quality population data through the development of harmonized methodological guides and providing specialized technical assistance to National Statistical Offices for censuses and Civil Registration and Vital Statistics (CRVS) systems. Furthermore, the Specialist promotes the utilization of this data to inform evidence-based policy dialogue and ensures rigorous monitoring and evaluation to maintain project quality, track key performance indicators, and meet donor requirements, thereby contributing to regional development goals.
Responsibilities
The Data Programme Specialist provides technical support, capacity development, and evidence dissemination, acting as a technical representative. Key responsibilities include leading the development and adaptation of practical guides for census management, digital cartography, data cleaning, and geospatial population modeling, while aligning regional statistical production with the Strategy for the Harmonization of Statistics in Africa (SHaSA). The role involves overseeing the integration of new technologies into census and CRVS frameworks, supporting census, CRVS, and survey activities, and organizing technical learning events. The Specialist also supports evidence generation for policy advocacy, oversees the development of data portals, monitors research advancements, and manages project performance, including tracking indicators and adherence to funding limits. Collaboration with stakeholders, UN agencies, academia, and research institutions is essential for enhancing data systems and facilitating technical collaboration.
Work Experience
Minimum of 7 years of experience in data systems, with at least 4 years at the international level. Experience in managing or coordinating global programs across multiple countries is required. Technical expertise in utilizing census and survey data for developmental purposes is essential, with familiarity in GIS and geospatial analysis being advantageous.
