Organizational Context
The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency. Its mission is to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This role is within the UNFPA Country Office in the Central African Republic, supporting the mid-term evaluation of the 9th Country Programme.
Job Purpose
This consultancy aims to support the mid-term evaluation of the UNFPA Central African Republic's 9th Country Programme (2023-2027). The evaluation will assess the robustness of the theory of change, evaluate progress towards expected results, and provide recommendations for consolidating existing approaches or making necessary adjustments to achieve outcomes by 2029. The role will contribute to providing an independent assessment to national stakeholders, UNFPA regional and headquarters offices, and the general public, ensuring accountability and informing future programming.
Responsibilities
The incumbent will contribute to the mid-term evaluation of the UNFPA Country Programme by assessing the strength of the theory of change, including underlying assumptions. This involves evaluating the progress made towards achieving the expected results and providing concrete, actionable recommendations for the remaining program years. The role will examine the coherence, realism, and evidence base of the program logic, ensuring that activities effectively lead to anticipated outcomes and impacts. Additionally, the consultant will verify the relevance and validity of underlying assumptions within the Central African context, adapting the theory of change and results framework as needed.
Work Experience
Previous experience in conducting evaluations or research, particularly within the UN system or for development organizations. Experience with program logic and theory of change analysis is required. Familiarity with the Central African context is an asset.
Skills
Strong analytical and critical thinking skills. Proficiency in qualitative and quantitative data analysis methods. Excellent report writing and communication skills in French. Ability to work independently and collaboratively within a team. Understanding of UNFPA's mandate and programming principles.
