Organizational Context
The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency. This consultancy role is with the UNFPA Country Office in the Central African Republic, based in Bangui. The consultant will contribute to the mid-term review of the country's 9th Country Programme (2023-2027), focusing on evaluating the programme's theory of change and progress towards expected results.
Job Purpose
The purpose of this consultancy is to conduct a mid-term review of the UNFPA Country Programme in the Central African Republic for the period 2023-2027. The consultant will assess the robustness of the programme's theory of change, evaluate progress made towards achieving expected results, and provide concrete, actionable recommendations for adjustments to ensure successful outcomes by 2029. This evaluation will offer an independent appreciation of the programme's logic, assumptions, and implementation quality, providing valuable insights for national stakeholders, UNFPA, and the broader public.
Responsibilities
The consultant will be responsible for conducting a mid-term review of the UNFPA Country Programme in the Central African Republic (2023-2027). This involves critically assessing the strength and validity of the programme's theory of change, including underlying assumptions and external factors relevant to the Central African context. The consultant will evaluate the progress achieved towards the programme's expected results and impacts, examining the coherence and realism of the programme's logic. Based on these findings, the consultant will propose concrete and actionable recommendations to enhance the quality of implementation for the remainder of the programme cycle, ensuring alignment with UNFPA's mandate and objectives.
Work Experience
Proven experience in conducting programme evaluations, particularly in the context of population dynamics and reproductive health. Experience working with UN agencies or international organizations is highly desirable. Demonstrated understanding of the Central African socio-political context is an asset.
Skills
Strong analytical and research skills. Expertise in population dynamics, demographic analysis, and programme evaluation methodologies. Excellent report writing and communication skills in French. Ability to work independently and collaboratively with national and international stakeholders.
