Organizational Context
The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency. This consultancy is based within the UNFPA Country Office in the Central African Republic, located in Bangui. The role contributes to the evaluation of the country's 9th Programme (2023-2027), supporting UNFPA's mandate to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled.
Job Purpose
The purpose of this consultancy is to conduct a mid-term evaluation of the UNFPA Country Programme in the Central African Republic for the period 2023-2027. The evaluation will assess the robustness of the theory of change, appraise progress towards expected results, and provide actionable recommendations for the remaining program cycle. It aims to offer an independent assessment to UNFPA, national stakeholders, and other relevant bodies, ensuring the program's logic is coherent, realistic, and evidence-based, and that underlying assumptions remain valid within the Central African context. The findings will guide necessary adjustments to achieve program objectives by 2029.
Responsibilities
The consultant will be responsible for conducting a mid-term evaluation of the UNFPA Country Programme in the Central African Republic (2023-2027). This involves testing the strength of the program's theory of change and assessing progress towards its intended results. The consultant will critically examine the program's logic, ensuring it is coherent, realistic, and evidence-based, and verify the relevance and validity of underlying assumptions within the specific context of the Central African Republic. Based on these findings, the consultant will propose concrete and actionable recommendations to enhance the quality of implementation for the remainder of the program cycle, particularly following any extensions. The evaluation will provide an independent appreciation of the program's performance to UNFPA, national stakeholders, and other relevant parties.
Work Experience
Significant professional experience in conducting program evaluations, particularly within the context of sexual and reproductive health and rights (SRHR) and gender equality. Experience working with UN agencies or international development organizations is highly desirable. Demonstrated experience in the Central African Republic or similar complex environments is an asset.
Skills
Strong analytical and research skills, with expertise in qualitative and quantitative evaluation methodologies. Excellent report writing and communication skills in French. Knowledge of the SRHR landscape in the Central African Republic. Ability to work independently and collaboratively with diverse stakeholders. Understanding of UNFPA's mandate and programming.
