The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health agency. This role is with the UNFPA Country Office in the Central African Republic, based in Bangui. The consultant will contribute to the mid-term evaluation of the 9th Country Programme (2023-2027), supporting UNFPA's mission to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled.
Job Purpose
The purpose of this consultancy is to provide national expertise in gender equality and women's empowerment for the mid-term evaluation of UNFPA's 9th Country Programme in the Central African Republic (2023-2027). The consultant will assess the robustness of the programme's theory of change, evaluate progress towards expected results, and provide actionable recommendations for the remaining program cycle. This evaluation aims to offer an independent assessment to UNFPA, national stakeholders, and other relevant parties, ensuring the programme remains relevant, evidence-based, and effective in achieving its objectives by 2029.
Responsibilities
The consultant will be responsible for contributing to the mid-term evaluation of the 9th UNFPA Country Programme in the Central African Republic. This includes critically examining the programme's logic, assessing how activities lead to expected results and impacts, and verifying the coherence, realism, and evidence base of the programme's design. The consultant will also evaluate the underlying assumptions, necessary conditions, external factors, and risks within the Central African context, adapting the Theory of Change and results framework as needed. Key duties involve providing expert analysis on gender equality and women's empowerment aspects, ensuring these are effectively integrated and contribute to the programme's overall success and alignment with UNFPA's mandate.
Work Experience
Proven experience as a national expert in gender equality and women's empowerment. Demonstrated experience in conducting evaluations, particularly mid-term or final evaluations of development programmes. Familiarity with the Central African Republic context is highly desirable. Experience working with UN agencies or international organizations is an asset.
Skills
Strong analytical and research skills. Expertise in gender analysis and programming. Excellent report writing and communication skills in French. Ability to work independently and collaboratively. Understanding of programme evaluation methodologies. Knowledge of UNFPA's mandate and work in gender equality and reproductive health.
