This role sits within the Family Health Unit of the Fiji Ministry of Health and Medical Services, reporting to the Head of Family Planning and the Chief of Health/Technical Advisor SRHR UNFPA PSRO. The consultant will support the unit's efforts to strengthen monitoring and evaluation systems for RMNCAH programs, contributing to quality service delivery and sustainability.
Job Purpose
The National Consultant for RMNCAH Monitoring and Evaluation (M&E) will oversee and strengthen the M&E framework for the Family Health Unit in Fiji. This role is crucial for ensuring that all monitoring, evaluation, accountability, and learning (MEAL) activities effectively support programmatic areas related to Reproductive, Maternal, Neonatal, Child, Adolescent, and Sexual Health (RMNCAH). The consultant will work collaboratively with program officers and stakeholders to enhance data collection, analysis, and reporting, ultimately contributing to improved quality of service delivery and the sustainability of RMNCAH programs within the Ministry of Health and Medical Services and aligned with UNFPA's strategic objectives.
Responsibilities
The consultant will develop a work plan in collaboration with the Ministry of Health and Medical Services (MHMS) and UNFPA, contributing to the development and implementation of the MEAL framework for RMNCAH indicators. This includes designing and overseeing data collection methods, ensuring data accuracy, and maintaining the RMNCAH database. The role involves working with divisional teams to ensure data availability for reporting and M&E, and ensuring data reflects equitable access, including gender equality and social inclusion. The consultant will also assist in collating project expenditures and disbursements for RMNCAH M&E activities, identifying operational and financial issues, and supporting the monitoring of social behavior change interventions. They will design and implement data and indicator management systems for MHMS RMNCAH and maintain the monitoring, evaluation, and learning process for the Family Health Unit.
Work Experience
Requires a minimum of 4 years of experience in health information management, including data set handling, organization, analysis, interpretation, and program data quality evaluation. Prior experience in health information systems or data management is essential. Experience with Microsoft Office and database management systems (Excel, Access) is required. Knowledge of public health approaches, surveillance, reporting, and M&E activities is necessary. Experience with national and international stakeholders is beneficial. Experience in SRH/RMNCAH and knowledge of the Fiji Health Information System are advantageous.
