Organizational Context

The Programme Analyst, FP/RHCS, sits within the Maternal and Reproductive Health Unit, reporting to the Programme Specialist, RH/FP. The role contributes to UNFPA programmes in Afghanistan, focusing on family planning and reproductive health commodity security. UNFPA's mandate is to ensure every pregnancy is intended, every childbirth safe, and every young person's potential fulfilled, addressing unmet family planning needs and preventable maternal deaths. The incumbent collaborates with various units and partners to strengthen access to reproductive health services and commodities.

Job Purpose

The Programme Analyst provides technical and programmatic support to UNFPA programmes in Afghanistan, strengthening family planning services and reproductive health commodity security. The role focuses on supporting forecasting, quantification, and programme implementation to ensure the uninterrupted availability, equitable distribution, and proper management of family planning and essential maternal health commodities within the context of basic human needs. The incumbent supports policy engagement and programme management to prevent stock-outs and safeguard access to life-saving reproductive health services, particularly for women and vulnerable populations, contributing to UNFPA's mandate in the region.

Responsibilities

The incumbent contributes to the design, planning, and implementation of UNFPA interventions for family planning and reproductive health commodity security (FP/RHCS) within the basic human needs framework. This includes analyzing trends, providing technical inputs to strengthen FP programming and RH commodity management, including Logistics Management Information Systems (LMIS), integrating global standards, and participating in relevant coordination mechanisms. The role leads efforts to strengthen supply chain systems for reproductive health commodities, coordinating national forecasting and quantification, procurement planning, and ensuring timely procurement, shipment tracking, quality assurance, and delivery of commodities with UNFPA Supply Chain Management. Responsibilities also involve monitoring stock status, flagging risks, and supporting inventory management, audits, and compliance with UNFPA Supplies Partnership requirements, promoting accountability and last-mile assurance. The Programme Analyst manages the UNFPA Supplies Partnership Programme, developing and monitoring work plans with implementing partners, ensuring results-based monitoring, timely reporting, and quality assurance, while documenting lessons learned. The role strengthens coordination with government counterparts, NGOs, and development partners, and assists in building their capacity on RH supply chain systems and information management. Furthermore, the incumbent analyzes the political, social, and economic environment related to FP/RH in Afghanistan, strengthening partnerships with local, civil society, and international actors. This includes contributing to the preparation of concept notes, technical proposals, donor reports, and resource mobilization materials, developing technical briefs and advocacy products to enhance programme visibility.

Work Experience

At least two years (with a master’s degree) or four years (with a bachelor’s degree) of professional experience in reproductive health, family planning, and/or health supply chain management is required. Desirable experience includes programme/project management, particularly in multi-sector projects, designing proposals, and liaising with partners. Practical experience in design, monitoring, and evaluation of development projects, field experience, and prior UN system experience are assets. Familiarity with Microsoft Office, Cloud applications, and web-based ERP systems like Oracle/Quantum is also desirable, with some health financing experience being an added advantage.
