Organizational Context
The SRH Policies & Humanitarian Response Officer provides technical and programmatic support to the UNFPA Country Office in Colombia, advancing the organization's mandate in sexual and reproductive health and rights (SRHR), maternal health, family planning, and emergency SRH services. The role supports policy processes, humanitarian preparedness and response, coordination, and programme activities under the guidance of the Assistant Representative. UNFPA is the lead UN agency dedicated to sexual and reproductive health and rights.
Job Purpose
In alignment with the UNFPA Country Programme 2025-2028, this National Officer role is responsible for coordinating, implementing, monitoring, and reporting on SRH and humanitarian response activities. This includes UNFPA's normative functions in maternal health, family planning, adolescent SRH, HIV programming, and the health sector's response to gender-based violence (GBV) in both development and humanitarian contexts. The Officer will collaborate closely with government counterparts, partners, civil society, and UN agencies, representing UNFPA in relevant coordination mechanisms for SRH and humanitarian response.
Responsibilities
The role involves supporting SRHR policies and programmes by assisting in reviewing and updating national policies, providing technical support for workplans, conducting policy research, and organizing technical meetings. In humanitarian preparedness and response, the Officer will support emergency SRH preparedness, data collection during assessments, coordination of SRH support, tracking of commodities, and drafting situation reports. Programme management includes assisting with project proposals, budgets, donor reporting, monitoring and evaluation, field visits, and ensuring compliance with UNFPA guidelines. Coordination and partnerships involve supporting collaboration with government, UN agencies, and NGOs, participating in working groups, strengthening partnerships, and contributing to advocacy and resource mobilization. Knowledge management includes collecting and disseminating lessons learned, supporting communication materials, and maintaining program documentation.
Work Experience
Requires 5 years of relevant experience in SRHR, public health, humanitarian response, or policy support. Essential experience includes in-depth knowledge of SRHR policies, field experience in emergency/post-conflict SRHR integration, and practical experience in project design, implementation, monitoring, and evaluation. Experience with office software and web-based management systems is also required. Experience with vulnerable communities is an asset.
