Organizational Context
UNESCO supports Chile and Latin American countries in preparing for, responding to, and recovering from water-related extreme events that threaten cultural heritage. Recognizing that such events can damage historical buildings, museums, archives, and collections, UNESCO aims to strengthen institutional capacities for risk anticipation, response organization, and the protection of cultural assets and community memory. This consultancy leverages UNESCO's experience, including a practical guide developed after floods in Brazil, to enhance regional resilience.
Job Purpose
The purpose of this consultancy is to analyze and adapt UNESCO's practical guide for cultural emergencies, originally developed for Brazil, to the specific context of Chile and the broader Latin America and Caribbean (LAC) region. The goal is to create a practical and technically sound tool in Spanish that enhances the prevention, preparedness, response, and recovery capabilities of cultural and heritage institutions facing floods, inundations, and other water-related extreme events. This involves a thorough technical and methodological review of the original guide, adapting its content, institutional framework, and incorporating relevant regional experiences to ensure its applicability and usefulness for target audiences in the LAC region.
Responsibilities
The consultant will conduct a comprehensive technical and methodological analysis of the original Portuguese guide, identifying transferable content and areas requiring modification or contextualization for Chile and the LAC region. This includes updating or supplementing normative, institutional, and operational references. A key responsibility is adapting the guide's content into Spanish, preserving its practical structure and pedagogical approach while adjusting terminology, procedures, examples, and recommendations for regional relevance. The consultant must also identify and describe relevant institutions, competencies, instruments, and coordination mechanisms within Chile and the LAC region for disaster risk management concerning cultural heritage. Furthermore, the role involves researching and incorporating Chilean and regional case studies, best practices, and lessons learned related to protecting cultural institutions and collections from water-related events. Finally, the consultant will present the draft adaptation for review, incorporate feedback, ensure technical and institutional consistency, and deliver a final version ready for publication.
Work Experience
A minimum of 5 years of professional experience is required in disaster risk management, emergency preparedness and response, or cultural heritage protection during crises. Demonstrated experience in risk management applied to cultural institutions, heritage collections, museums, archives, or libraries is necessary. Proven experience in analyzing, developing, or adapting technical guides, manuals, protocols, emergency plans, or risk management instruments is also essential. Knowledge of the Chilean disaster risk management context, including its institutions, planning instruments, coordination mechanisms, and response procedures, is required.
Skills
Key skills include knowledge of international frameworks for disaster risk reduction applicable to cultural heritage, such as the Sendai Framework. Familiarity with Chile's National System for Disaster Prevention and Response (SINAPRED) and relevant institutional/regulatory frameworks is important. The consultant must possess strong comparative analysis and content adaptation capabilities, maintaining conceptual and methodological consistency. Excellent writing, synthesis, and collaborative work skills are crucial. Experience with flood-related risks and cooperation projects in Latin America and the Caribbean is highly valued.
