Consultancy Support the Coordination & Implementation of Educational Assessment Initiatives in Haiti
Organizational Context
The Latin American Laboratory for the Assessment of the Quality of Education (LLECE) of UNESCO Santiago assesses and measures educational quality across Latin America. Established in 1994, LLECE has conducted five editions of the Regional Comparative and Explanatory Study (ERCE), involving 18 countries. It focuses on capacity building and strengthening national education assessment systems. Currently, LLECE is implementing the ERCE 2025 cycle, with results anticipated this year. This consultancy supports a project to enhance Haiti's National Educational Assessment System through a National Diagnostic Learning Assessment and participation in the ERCE 2030 cycle.
Job Purpose
This consultancy aims to provide essential technical and administrative support to the Latin American Laboratory for the Assessment of the Quality of Education (LLECE) and UNESCO Santiago. The role involves coordinating, managing, and implementing activities for educational assessment initiatives in Haiti. Key responsibilities include supporting the National Learning Assessment in Reading and Mathematics, Haiti's participation in ERCE 2030, and other related activities. The consultant will ensure project alignment with cooperation frameworks and LLECE guidelines, monitor progress against work plans, identify risks, and recommend corrective actions. Effective coordination among UNESCO, the Ministry of Education, implementing partners, and stakeholders is crucial. The role also involves managing procurement processes, guiding other consultants, preparing documentation, and supporting the organization of workshops and meetings to foster collaboration and ensure the successful execution of the project objectives.
Responsibilities
Provide comprehensive technical, operational, and administrative support to UNESCO Santiago and LLECE for coordinating and implementing regional projects, specifically the National Learning Assessment in Haiti and Haiti's participation in ERCE 2030. Coordinate project implementation, supporting planning, monitoring, and delivery of outputs to ensure alignment with cooperation frameworks and LLECE guidelines. Monitor project progress against work plans, milestones, and deliverables, proactively identifying risks and proposing corrective actions. Facilitate technical, operational, and administrative coordination among UNESCO, the Ministry of Education, implementing partners, and other stakeholders. Manage procurement and contracting processes for implementing partners, consultants, and service providers according to UNESCO procedures. Contribute to the work of hired consultants and technical experts, providing guidance. Participate in coordination meetings, fostering effective communication and collaboration. Prepare meeting agendas, minutes, technical reports, progress updates, and presentations. Support the logistical coordination of workshops, meetings, and missions. Consolidate project reports and supporting documentation, ensuring quality and consistency.
Work Experience
A minimum of five years of relevant professional experience in the field of education, particularly within Latin American and Caribbean countries. Demonstrated experience in project coordination, implementation, and monitoring, including managing activities with multiple stakeholders. Prior experience in a Project Management Assistant, Project Coordinator, or similar role is essential.
