Organizational Context

Computadores para Educar (CPE), transitioning to Tecnologías para Aprender (TPA), is a non-profit association established in 2000. Its mission is to drive educational innovation through digital technologies, promoting equitable access and knowledge generation for sustainable development. TPA aims for Colombia to be a leader in digital technology-supported education by 2030, ensuring quality and future-oriented learning for all students. This consultancy is part of an initiative to implement TPA's knowledge management strategy, focusing on analyzing and disseminating programs related to student learning, teacher training, and environmental sustainability.

Job Purpose

This consultancy aims to produce four technical notes that systematically analyze and synthesize the experiences and lessons learned from Tecnologías para Aprender/Computadores para Educar's core initiatives, aligned with its new digital education strategy. The notes will cover specific themes: technological acquisition via territorial co-financing, digital competency frameworks, direct equipment delivery models for secondary students, and AI training and evaluation processes. The consultant will engage in expert consultations, gather evidence, and produce documents that inform decision-making, foster consensus, and promote knowledge sharing. The goal is to contribute to a new vision and actionable recommendations for improving educational quality, relevance, and equity through digital technologies, building upon CPE's past efforts and challenges.

Responsibilities

The primary responsibility is to develop one technical note on a designated theme, systematically analyzing and synthesizing program experiences. This involves conducting research, engaging in consultations with experts and stakeholders, and analyzing data. The consultant will collaborate closely with designated teams from UNESCO, TPA, and UNDP, attending weekly meetings to receive guidance, access information, and discuss progress. Key activities include leading consultation processes to gather and validate information, ensuring the technical notes are well-researched, evidence-based, and aligned with project objectives. The consultant will also be required to participate in dialogues with an Expert Evaluation Committee to present findings and receive feedback, contributing to the overall evaluation and improvement of TPA's initiatives.

Work Experience

A minimum of 12 years of verifiable experience in research, analysis, or evaluation of technology and education policies, programs, or initiatives, particularly in one or more of the specified technical note themes. Experience with national governments and the UN system is valued. Experience in designing and facilitating consultations with diverse stakeholders for publication development is also desirable.
