National Project Officer (Education)
Organizational Context
UNESCO is committed to promoting education as a fundamental human right and supporting evidence-based sector development in Afghanistan. The UNESCO Office in Kabul implements education initiatives, particularly through the Global Partnership for Education (GPE) System Capacity Grant (SCG), addressing significant challenges in access to quality, equitable, and inclusive education following the 2021 power shift. The organization focuses on sector planning, coordination, capacity development, research, monitoring, and quality enhancement via teacher training and learning assessment.
Job Purpose
Under the overall authority of the Head of Office and direct supervision of the Head of Education Unit, the National Project Officer (Education) will support and coordinate programme implementation in Kabul. This role involves managing education initiatives focused on sector planning, coordination, monitoring, and enhancing quality education through teacher training and learning assessment. The incumbent will operate within UNESCO's regulatory framework, exercising professional judgment and coordinating with education programme teams. They may also provide technical supervision to project personnel, consultants, and implementing partners, ensuring alignment with UNESCO policies and donor requirements for effective program delivery and system strengthening.
Responsibilities
The National Project Officer for Education is responsible for supporting education system strengthening and quality education initiatives. Key duties include managing UNESCO education programmes and projects, ensuring alignment with project documents, regulations, and donor requirements. This involves developing and managing workplans, monitoring progress, identifying challenges, and preparing progress reports. The role also entails supporting education sector analysis, planning, and policy development with a focus on quality, equity, and inclusion. Leading monitoring and evaluation activities, contributing to data management, research, and evidence generation are crucial. The officer will participate in education sector coordination mechanisms, represent UNESCO in technical discussions, and manage financial aspects of projects, ensuring compliance with procedures. Additionally, providing guidance to project personnel, strengthening partner capacities, and supporting resource mobilization and partnership development are integral to the position.
Work Experience
A minimum of four years of progressively responsible professional experience in education programme management, research, system strengthening, or quality education is required. Demonstrated experience in project implementation, reporting, and stakeholder coordination is essential. Experience with GPE, education sector planning, and donor-funded programmes is desirable.
Skills
Strong programme and project management skills are essential. Excellent knowledge of results-based management and monitoring/evaluation methodologies is required. Proficiency in quantitative and qualitative research, analytical skills, report writing, and communication are necessary. Strong coordination, networking, and stakeholder engagement abilities are vital. High levels of integrity, professionalism, and accountability, along with excellent IT skills and the ability to manage multiple priorities, are expected.
