Organizational Context
The UNESCO Regional Multisectoral Office in Yaoundé supports member states in Central Africa in implementing Sustainable Development Goal 4 and transforming their education systems. It focuses on policy development, technical support for education management information systems, teacher training, ICT integration, and improving learning quality, equity, and inclusion. This role is crucial for the effective and efficient implementation of the Education Sector's interventions.
Job Purpose
The Project Education Monitoring and Evaluation Specialist will design, implement, and coordinate the M&E system for the Education Sector's projects within the UNESCO Regional Office for Central Africa. This role is vital for ensuring a results-based management approach, guaranteeing the quality, reliability, and availability of data for rigorous activity monitoring, and assessing project effects and impacts. The specialist will collaborate closely with all stakeholders, supporting resource mobilization through evidence-based concept notes and contributing to the overall success of educational initiatives in the region.
Responsibilities
The Specialist will be responsible for establishing an integrated monitoring and evaluation system, coordinating annual project planning, and ensuring alignment with objectives and rigorous M&E. This includes designing and operationalizing the system, strengthening partner capacities in M&E principles and tools, and establishing data reporting protocols. The role involves defining information circuits for data availability, maintaining project achievement documentation, and developing digital data collection tools. The specialist will train field teams, supervise data collection and management, and ensure data quality and security. Contributions to integrating cross-cutting themes like gender and inclusion into the M&E framework are expected. Furthermore, the role entails establishing knowledge management mechanisms, documenting best practices, and supporting learning workshops. Producing high-quality progress and performance reports, developing consolidated dashboards, and supporting donor reporting are key functions. The specialist will also support project evaluations, including methodological design and follow-up on recommendations, and participate in relevant technical meetings.
Work Experience
Requires 4 to 7 years of experience in monitoring educational projects, especially in multi-partner contexts funded by international donors. Experience working with the UN or Global Partnership for Education is desirable. Proven experience with data collection applications like ODK or similar platforms (KoboToolbox, SurveyCTO) and expertise in Education Management Information Systems (EMIS) and digital tools (QGIS, Power BI) are essential.
Skills
Excellent oral and written communication skills are necessary. Proficiency in IT tools (Word, Excel, Outlook, PowerPoint, Project) is required. Strong listening and mentoring abilities within multidisciplinary teams, a high sense of professional duty, honesty, and responsibility, and a flexible, proactive personality are important. The ability to work under pressure, meet deadlines, and undertake missions in diverse and challenging contexts is crucial. Fluency in French and/or English is mandatory.
