Organizational Context
The UNESCO Regional Multisectoral Office for Central Africa, based in Yaoundé, supports member states in implementing Sustainable Development Goal 4 (SDG4) and transforming their education systems. It focuses on policy development, technical support for education management information systems, teacher training, ICT integration, and improving learning quality, equity, and inclusion. The office is currently supporting Cameroon in implementing the Teacher Professionalization Support Program (PAPMEC), funded by the Global Partnership for Education (GPE).
Job Purpose
The Project Technical Coordinator for Education will provide technical support for the management, implementation, and accountability of education projects. This role involves supporting the coordination and execution of the PAPMEC project in Cameroon, working closely with the Ministry of National Education and other stakeholders. The position requires developing and organizing support activities, monitoring work plans, and preparing progress reports. A key aspect is fostering partnerships, including financial ones, and ensuring project visibility. The role also entails contributing to monitoring and evaluation activities, ensuring alignment with the Education Sector's broader objectives, and supporting the regional education sector's initiatives.
Responsibilities
Provide technical support for the coordination, management, implementation, and monitoring of the PAPMEC project activities. Propose and organize support activities for the Ministry of National Education to achieve project objectives and national demands. Ensure work plan monitoring and updates. Prepare activity and progress reports as required. Mobilize partners and develop partnerships, particularly financial ones, for the project. Ensure project visibility and its activities. Actively participate in project monitoring and evaluation, ensuring proper implementation of partnership agreements, contracts, and funds, adhering to timelines and conducting regular field monitoring missions. Contribute to timely reporting on project implementation progress in UNESCO's reporting system. Ensure the project's articulation with the Education Sector's activities. Support the Regional Education Sector in Yaoundé by contributing to the preparation, implementation, and monitoring of education programs, especially those related to teacher training. Assist in implementing education program activities in Cameroon, focusing on basic and secondary education, curriculum development, and ICT in education. Contribute to work plans and semi-annual reports. Capitalize on successful experiences from PAPMEC to contribute to SDG4 by sharing best practices for replication in other countries. Support public information and awareness activities, document preparation, social media contributions, and information sessions. Maintain knowledge management systems for adequate and accessible documentation. Support resource mobilization by identifying opportunities, analyzing relevance, and drafting concept notes and proposals. Prepare and compile technical documents and follow up on requests in coordination with relevant teams and partners. Execute other tasks supporting the Education Sector's priorities.
Work Experience
4 to 7 years of professional experience in designing, implementing, and/or monitoring and evaluating education and training projects and programs with governmental and civil society partners. Experience with office procedures in a multicultural environment is desirable. Proven experience in teacher training, ICT in education, primary school didactics, and lifelong learning is required. Strong knowledge of African educational contexts, particularly Cameroon's education system, is essential.
Skills
Project management and implementation skills in the education sector. Proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint).
