UNESCO, through its O3PLUS Project, is dedicated to enhancing the health, education, and gender equality outcomes for young people in Kenyan Higher and Tertiary Education Institutions (HTEIs). The project aims to reduce new HIV infections, unintended pregnancies, and sexual and gender-based violence. This initiative seeks to institutionalize and scale up successful interventions, ensuring sustainability and impact across all HTEIs by developing a National Framework for Health Promoting Campuses.
Job Purpose
The purpose of this consultancy is to develop a comprehensive, evidence-based National Framework for Health Promoting Campuses for Higher and Tertiary Education Institutions (HTEIs) in Kenya. This framework will guide HTEIs in adopting and contextualizing O3PLUS best practices into institutional approaches that promote student education, health, and well-being. It will standardize and strengthen governance and health service delivery, enhance student engagement, and foster safe, inclusive, and supportive campus environments. The framework aims to equip campuses to advance health, gender equality, and academic success for learners nationwide, ensuring that young people can reach their full educational potential and contribute effectively to national development.
Responsibilities
The consultant will lead the development of a National Framework for Health Promoting Campuses. This involves conducting an evidence and desk review of relevant global, regional, and national frameworks, policies, and best practices, including the O3PLUS project's implementation model. The consultant will facilitate stakeholder consultations, including a National Stakeholders Forum, to gather insights on capacities, gaps, and implementation pathways. Based on these findings, a draft framework will be developed, defining health-promoting campuses in Kenya, outlining guiding principles, priority domains, minimum standards, and institutional roles. Practical tools, such as an institutional self-assessment instrument, will also be created. Finally, the consultant will facilitate a national validation forum, revise the framework and tools based on feedback, and present the finalized documents for adoption.
Work Experience
A minimum of five years of relevant experience in health promotion, higher education, student health and well-being, or institutional systems strengthening is necessary. Experience in developing national frameworks, policies, or guidelines is essential, along with at least three years of engagement within higher and tertiary education systems in Kenya or East Africa. Experience in multi-stakeholder consultations and facilitating validation processes is also required.

Key competencies include strong policy analysis, systems strengthening, and the ability to translate evidence into practical guidance. Excellent facilitation and stakeholder engagement skills are crucial, alongside sensitivity to gender equity, disability inclusion, and cultural context. The consultant must demonstrate strong communication, accountability, innovation, knowledge sharing, planning, organization, and results-focused teamwork.
