Job Purpose
This consultancy aims to support the design and implementation of capacity-building activities for decision-makers, educational leaders, teachers, and students. These activities are part of projects focused on digital transformation, Technical Education, and Youth and Adult Education, managed by the UNESCO Santiago Office through its Skills for Work and Life Unit. The role involves reviewing and enhancing program components, designing monitoring frameworks, adapting methodologies to local contexts, and fostering collaboration with partners. The objective is to strengthen educational offerings and promote lifelong learning.
Responsibilities
The consultant will report to the Head of Education at UNESCO Santiago and be supervised by the Education Specialist for the Skills for Work and Life Unit. Key responsibilities include reviewing and proposing improvements for capacity-building components and activities in digital transformation, Technical Education, and Youth and Adult Education projects. This involves designing baseline and monitoring frameworks, preparing technical reports, and adapting methodologies to national and regional contexts. The consultant will coordinate cooperation with partners, identify successful international strategies for capacity building in digital skills, and manage learning communities. Organizing events like conferences and webinars for experience exchange is also required. Additionally, the role involves preparing terms of reference, supporting selection processes, monitoring cooperation actions, assisting in new project design and resource mobilization, and supporting communication, dissemination, and publication activities.
Work Experience
A minimum of 5 years of professional experience is required in project management for education and digital transformation. Additionally, 5 years of experience in developing training and innovative teaching methodologies, and designing digital policies for education is needed. Experience in managing projects for international and intergovernmental organizations is also required, along with experience in coordinating with governmental entities, international bodies, and private sector/civil society actors.
Skills
Proficiency in strategic planning, project cycle management, accountability, database construction, and monitoring indicator frameworks is essential. Knowledge of educational public policies, with an emphasis on educational innovation and digital education trends, is required. Understanding of the educational landscape in Latin America and the Caribbean, particularly regarding digital education policies and AI in education, is important. Excellent interpersonal and communication skills are necessary, along with experience in preparing technical documents and reports. Experience in coordinating inter-institutional teams and organizing events is also valued.
