Organizational Context
The Democratic Republic of Congo is undergoing a major reform to professionalize initial teacher training through the establishment of Institutes for Teacher Training (IFME). These institutes will provide post-secondary initial training for basic education teachers and continuing education for school directors, pedagogical advisors, and itinerant inspectors. This reform also involves renovating pedagogical high schools to enhance initial training pathways. UNESCO's technical expertise is sought to support the pedagogical and organizational aspects of this reform, focusing on effective governance, establishing IFME operational frameworks, and ensuring rigorous monitoring.
Job Purpose
The UNESCO Office in the DRC seeks an Assistant Project Officer to ensure the effective administrative, financial, and logistical management of the IFME project. This role is crucial for supporting the reform of initial teacher training, which aims to professionalize the education sector. The Assistant Project Officer will work under the direct supervision of the Head of the UNESCO Office in DRC and the Education Sector Programme Specialist. Key responsibilities include supporting project planning and management, providing administrative and financial support, organizing logistical aspects of project activities, and assisting in the monitoring of technical activities related to the professionalization of pedagogical high schools and IFMEs. This position is vital for the successful implementation and sustainability of the IFME initiative.
Responsibilities
The Assistant Project Officer will provide comprehensive support to the IFME project. This includes assisting in the preparation of annual work plans, operational plans, and activity schedules, and ensuring the administrative follow-up of planned activities. The role involves updating administrative and financial monitoring dashboards and maintaining project documentation, both physical and electronic, according to UNESCO procedures. Financial support includes preparing commitment requests, contracts, and payments, verifying supporting documents for contracts, missions, and services, and tracking contract execution and payments to consultants and suppliers. Logistical responsibilities encompass organizing workshops, training sessions, supervision missions, and technical meetings, including arranging venues, accommodation, transport, and equipment. The position also involves preparing participant lists and logistical support materials, and organizing travel for staff and consultants. Furthermore, the role will support the administrative follow-up of professionalization activities for renovated pedagogical high schools and IFMEs, assist in organizing training activities for trainers, teachers, and school directors, and contribute to preparing and documenting meetings of technical and steering committees.
Work Experience
Relevant experience in project administration or management, particularly in development projects, is required. Experience in the logistical organization of workshops, missions, and training sessions is also necessary. Experience with projects funded by technical and financial partners such as GPE, AFD, World Bank, European Union, or UN agencies is considered an asset.
Skills
Proficiency in UNESCO administrative and financial procedures is expected. Excellent organizational and planning skills are crucial, along with the ability to manage multiple activities simultaneously. Strong IT skills, including mastery of Microsoft Office Suite, and excellent writing abilities are required. Good interpersonal skills, teamwork, a high degree of organization, discretion, and adherence to deadlines are also important.
