Organizational Context
The Democratic Republic of Congo is undertaking a significant reform to professionalize the initial training of primary school teachers by establishing Institutes for Teacher Training in Trades (IFME). These institutes will provide initial post-secondary training for basic education teachers and ongoing professional development for school directors, pedagogical advisors, and itinerant inspectors. This reform also involves renovating pedagogical high schools to ensure continuity and complementarity with IFMEs, thereby strengthening the professionalization of initial training pathways. A review of the articulation between pedagogical high schools and IFMEs is necessary for national coherence.
Job Purpose
This consultancy aims to strengthen national technical expertise for the operationalization of IFMEs and ensure effective alignment between international expertise and the institutional, legal, administrative, pedagogical, and educational realities of the Democratic Republic of Congo. Consultants will contribute to the design, adaptation, implementation, experimentation, validation, and capitalization of tools essential for IFME functioning. They will provide technical support to international consultants, analyze and contextualize technical proposals, draft and adapt documents and tools, organize and lead national technical consultations, and support the DIFORE-BG and provincial stakeholders. The role involves experimenting with tools in pilot IFMEs, collecting and analyzing field observations, supporting tool adjustments, and facilitating skills transfer to national teams.
Responsibilities
Consultants will provide technical support to international experts, analyze and contextualize technical proposals, and draft/adapt relevant documents and tools. They will organize and lead national technical consultations, and support the DIFORE-BG and provincial stakeholders. Key activities include experimenting with tools in pilot IFMEs, collecting and analyzing field observations, supporting tool adjustments before validation and generalization, and facilitating skills transfer to national teams. Consultants will collaborate closely with UNESCO institutes and international experts in areas such as educational governance, legislation, training engineering, quality assurance, public finance, curriculum development, innovative pedagogical approaches, and digital integration. Specific deliverables include administrative and technical documents, a monitoring plan, a training plan, pedagogical tools, and a governance plan.
Work Experience
A minimum of 7 years of relevant professional experience is required. This includes a strong understanding of the Congolese education system, proven experience collaborating with the Ministry of Education and its technical structures, and experience in developing policies, frameworks, curricula, or institutional tools. Experience leading multidisciplinary teams and working with international experts on co-construction processes is also necessary.
