Job Purpose

The consultant will play a crucial role in bridging the gap between these key government bodies, ensuring that educational policies are aligned with national financial and planning priorities. Responsibilities
The consultant will be responsible for developing terms of reference for establishing a dialogue framework between education ministries and ministries of plan, budget, and finance. This includes proposing mutual accountability mechanisms and supporting stakeholders in defining institutional dialogue modalities. The role involves contributing to the development of coordination tools and mechanisms, ensuring liaison and consultation with national bodies such as the Government, Parliament, and relevant ministries to align educational policies and reforms with national priorities. Furthermore, the consultant will foster better articulation of planning and financing frameworks and support capacity building for national actors involved in this dialogue. Key deliverables include a diagnostic report, a validated dialogue framework proposal, an operational implementation guide, an action plan, and progress reports with recommendations.
Work Experience
A minimum of 8 years of experience is required in inter-institutional dialogue, budget planning, or sectoral coordination. Demonstrated knowledge of educational policies, public finances, and national budgetary processes is essential. Proven analytical, report writing, workshop facilitation, and institutional stakeholder interaction skills are also necessary.
Skills
Excellent French language proficiency is essential, along with strong synthesis and communication abilities. The role requires strong planning and organization skills, a commitment to teamwork, and the capacity for continuous learning and knowledge sharing. The ability to innovate and demonstrate responsibility is also valued.
