Job Purpose
The National Consultant will provide technical expertise to bolster UNESCO's initiatives in Pakistan aimed at reinforcing the protection framework for women journalists experiencing Technology-Facilitated Gender-Based Violence (TFGBV). This role involves leading the creation of evidence-based research, conducting policy analysis, and developing practical technical resources to enhance institutional capacities in addressing online violence against women journalists. Key activities include mapping the existing protection ecosystem, scrutinizing relevant legal and policy frameworks, and formulating actionable recommendations and technical tools to improve coordination and support mechanisms. The consultant will also facilitate stakeholder engagement through consultations and discussions to ensure outputs are contextually relevant and aligned with international standards, ultimately informing UNESCO's work on journalist safety, freedom of expression, and gender equality.
Responsibilities
The consultant will undertake analytical research to understand the nature, prevalence, and institutional responses to Technology-Facilitated Gender-Based Violence (TFGBV) affecting women journalists in Pakistan. This includes mapping the national protection ecosystem, documenting existing mechanisms, and reviewing legal, policy, and institutional frameworks related to cybercrime and online violence. Opportunities for strengthening institutional coordination and policy implementation will be identified, alongside the development of evidence-based recommendations drawing on international best practices. Furthermore, the consultant will develop practical technical resources, such as a Training Toolkit and a Resource Guide, to enhance institutional capacity and support women journalists. This involves adapting UNESCO guidance and international standards to the Pakistani context. Stakeholder engagement is crucial, involving consultations to validate findings and identify gaps. The consultant will prepare appropriate consultation tools, document feedback, and develop a consolidated implementation roadmap. All outputs must be evidence-based, gender-responsive, and aligned with international human rights standards and UNESCO's mandate.
Work Experience
A minimum of seven years of professional experience in areas relevant to media development, freedom of expression, journalist safety, human rights, gender equality, digital governance, or policy research is necessary. Demonstrated experience in research, policy analysis, and developing knowledge products like reports and toolkits is essential. Proven experience engaging with government institutions, media organizations, and civil society is also required. Familiarity with Pakistan's media landscape and relevant legal frameworks is important.
