TWAS Programme Specialist (Evaluation)
Organizational Context
The World Academy of Sciences (TWAS) is dedicated to building scientific capacity in developing countries through education and research. TWAS hosts the InterAcademy Partnership (IAP) Trieste Secretariat, which leverages the expertise of leading scientists to advance policies, improve public health, and promote science education for critical development goals.
Job Purpose
Under the supervision of the Executive Director of TWAS, the Programme Specialist (Evaluation) will lead and administer programme evaluation activities and oversee selected programme implementation and management processes. This role is crucial for strengthening TWAS' Capacity Building initiatives by ensuring systematic assessment, monitoring, and improvement of programme performance across all activities. The incumbent will also ensure that programme evaluations are conducted in synergy with, and in a timely, rigorous, and coordinated manner with The Organization for Women in Science for the Developing World (OWSD) and the InterAcademy Partnership (IAP), both hosted at TWAS. The position contributes to the overall strategic direction and effectiveness of TWAS programmes.
Responsibilities
Lead the evaluation of TWAS programmes using results-based management to generate rigorous, timely evidence. Develop comprehensive evaluation terms of reference, oversee both internal and external evaluations, and ensure high-quality findings that meet donor accountability and reporting requirements while supporting strategic planning. Design and implement assigned programmes, ensuring efficient planning, clear communication, and timely delivery of tasks and outputs, while supervising supporting staff. Monitor programme progress, propose corrective actions, and ensure accountability, quality, and alignment with TWAS and UNESCO standards. Identify agenda points, speakers, and participants for meetings and workshops, prepare and deliver presentations to facilitate clear communication and effective knowledge sharing among stakeholders. Support partnership building with donors and scientific partners, ensuring transparent communication of evaluation findings and programme achievements, and timely delivery of donor reports. Oversee the governance and strategic use of UNESCO's cloud-based CRM platform, ensuring accurate data management, compliance, and the integrity of TWAS project records.
Work Experience
A minimum of four years of progressively responsible work experience in international programme management and evaluation, public relations, or a related field is required. Experience in all phases of the Project Cycle is essential, along with relevant professional experience at the international level in programme management involving technical cooperation in developing countries.
Skills
Professional experience in liaison with government bodies and funding agencies. Excellent coordination, organization, and planning skills, with the ability to manage multiple tasks and projects simultaneously. Ability to work independently and collaboratively as a team player. Excellent written and oral communication skills, with the capacity to influence and engage a wide range of donors and partners.
