Organizational Context

UNESCO is conducting a regional study in Central African countries to assess progress and identify priorities for integrated early childhood development (ECD). This initiative aligns with Sustainable Development Goal 4.2, the African Union's Agenda 2063, and the Tashkent Declaration. ECD is crucial for human development, impacting cognitive, social, emotional, and physical growth, as well as future academic and economic contributions. Despite a favorable political framework, progress in Central Africa remains uneven, highlighting challenges in equitable access, funding, qualified personnel, and child protection systems. A multisectoral approach is essential for optimal child development.

Job Purpose

The Junior International Consultant will support the scientific, methodological, and technical work for a regional report on Early Childhood Education and Protection (ECPE) in Central Africa. This role involves contributing to the analytical report and developing strategic recommendations for governments and partners. The consultant will utilize the ECPE-PATT tool for self-assessment, facilitating country-level improvements in equitable, inclusive, and sustainable ECD systems. The objective is to provide evidence-based insights to guide public policies and accelerate investments in integrated ECD, aligning with SDG 4.2 and the Tashkent Declaration. This position is key to advancing the ECPE agenda in the region and ensuring children have a strong start in life.

Responsibilities

The consultant will be responsible for the overall design and execution of the regional study. This includes developing the general methodology, the regional analytical framework, and data collection tools. Key tasks involve organizing consultations with countries, conducting interviews, compiling and organizing databases, and assisting Central African countries in using the PATT tool. Quality control of collected information is essential. The role also entails preparing country profiles, performing descriptive statistical analyses, and analyzing progress towards SDG 4.2 and Tashkent commitments. The consultant will produce comparative tables and visualizations, identifying regional trends, disparities, best practices, and innovations. Furthermore, responsibilities include contributing to the drafting of report chapters, presenting preliminary findings, preparing technical notes for high-level conferences, and producing the final regional report and a policy brief. The consultant will work under the supervision of the regional education advisor.

Work Experience

The position requires experience in research, data analysis, or program evaluation. Experience in the field of education or early childhood development is preferred. Working with international organizations is considered an asset. A minimum of 2 years of relevant professional experience is desired for the preferred qualifications.

Skills

Strong analytical and research skills are essential, along with excellent written and oral communication abilities in French. Good knowledge of English is also required. Proficiency in IT tools is necessary. The ability to work effectively in a team and with diverse stakeholders is crucial. Understanding of country-specific development work in education and knowledge of early childhood education and protection issues are important.
