Organizational Context
UNESCO is seeking a consultant to support the Subsecretariat of Higher Education in Mexico. The project aims to develop a national and regional vision for inclusive, equitable, and quality higher education for the coming decades. This vision will address challenges such as sustainable development, climate change, and the expansion of digital technologies, including Artificial Intelligence. The initiative is based on evidence and will involve dialogue with key stakeholders from academia, government, civil society, and youth.
Job Purpose
The consultant will technically support the Subsecretariat of Higher Education in Mexico to construct a national and regional vision for higher education transformation. This vision must be inclusive, equitable, and of high quality, addressing contemporary challenges like sustainable development, climate change, and the pervasive influence of digital technologies, particularly Artificial Intelligence. The project emphasizes evidence-based strategies and collaborative dialogue with diverse stakeholders. It aims to provide a systematic analysis of the current state of Mexican higher education institutions and outline a path for digital transformation that contributes to shared prosperity and sustainable national development, aligning with UNESCO's global recommendations for evolving tertiary education systems.
Responsibilities
The consultant will be instrumental in developing a national and regional vision for the transformation of higher education in Mexico, focusing on inclusivity, equity, and quality for the next decades. This involves addressing challenges related to sustainable development, climate change, and the increasing role of digital technologies, including AI. The consultant will contribute to a systematic analysis of the current landscape of Mexican Higher Education Institutions (HEIs) and propose a roadmap for digital transformation. Key activities include supporting the organization of a high-level national forum, conducting regional multi-stakeholder consultations, and synthesizing inputs for a national report. The consultant will also establish methodologies for reflecting on the comprehensive transformation of Mexican higher education in light of 2030 challenges and beyond, and contribute to developing a roadmap for digital transformation and ethical AI integration in HEIs.
Work Experience
At least five years of experience in higher education projects. Experience in research and systematization of quantitative and qualitative data is required. Fluency in English, both spoken and written, is also necessary.
Skills
Broad knowledge of the challenges posed by digital technologies and the use of AI in higher education. Familiarity with UNESCO's educational guidelines and approaches globally, particularly in higher education and policies for digital technologies and AI. Skills in using digital tools for research and communication.
