National Consultant to Support the Development of the Accelerated Learning Programme Reform Roadmap

Organizational Context

The National Council for Literacy and Adult Education, in collaboration with the Ministry of Education and UNESCO, convened a workshop to reform Sudan's Accelerated Learning Programme (ALP). This initiative supports the Transitional Education Plan (TEP) 2025-2027, focusing on equitable access, retention, and system strengthening. The workshop identified strategic reforms for curriculum, learner pathways, teacher standards, and governance. UNESCO seeks a national consultant to develop a comprehensive ALP Reform Roadmap, serving as a strategic framework to enhance inclusive learning opportunities and national capacity.

Job Purpose

The consultant will support UNESCO and the National Council for Literacy and Adult Education (NCLAE) in transforming workshop outcomes into a structured Accelerated Learning Programme (ALP) Reform Roadmap. This roadmap will guide curriculum development, policy reform, institutional strengthening, and the overall implementation of Sudan's ALP. The consultant's tasks include reviewing workshop documentation, conducting inception meetings, consolidating outputs, developing thematic reform frameworks for key areas like curriculum and teacher standards, preparing the draft roadmap, facilitating validation meetings, and finalizing the publication-ready document. The goal is to provide a strategic and technical framework for ALP reform.

Responsibilities

The consultant is responsible for developing a comprehensive ALP Reform Roadmap based on workshop recommendations. This includes defining strategic reform objectives, identifying priority areas, outlining key technical and policy actions, and specifying institutional responsibilities. The consultant will prepare a Technical Synthesis Paper consolidating workshop findings and recommendations. They will also produce the final ALP Reform Roadmap, detailing curriculum development priorities, policy reforms, institutional roles, and implementation milestones. This involves facilitating four technical validation meetings with the NCLAE and revising the roadmap based on feedback. The consultant will work under the direct supervision of UNESCO and in close coordination with the NCLAE, ensuring all deliverables are jointly reviewed and approved.

Work Experience

A minimum of 10 years of progressive professional experience in the education sector is required. Demonstrated experience in designing, reviewing, or reforming education policies, curricula, or national education programs is essential. Experience with Accelerated Learning Programmes (ALP), Non-Formal Education (NFE), literacy, alternative education, or education in emergencies is highly desirable. Experience in facilitating national workshops and policy dialogue is also valued.

Skills

Key skills include the ability to synthesize complex information, develop strategic documents like roadmaps and policy papers, and facilitate multi-stakeholder consultations. Proficiency in curriculum development, educational policy reform, and program implementation is crucial. Excellent written and spoken Arabic is required, with a good command of English also necessary for effective communication and reporting.
