Organizational Context
UNESCO's Culture Sector works to protect and promote global cultural and natural heritage, combat illicit trafficking, safeguard intangible heritage, and support arts and creative economies. The UNESCO Office in Peru implements projects to strengthen the culture sector, promote cultural rights, value diversity, and contribute to the sustainable conservation and management of cultural and natural heritage, with a focus on World Heritage Sites.
Job Purpose
The UNESCO Office in Peru seeks a consultant to provide technical assistance to its Culture Programme. The role involves strengthening the management of World Heritage Sites and the implementation of the 1970 Convention on illicit trafficking of cultural property. This will be achieved through developing cooperation initiatives, fostering partnerships, enhancing capacities, and supporting the publication and dissemination of specialized knowledge on the return and restitution of cultural property. The consultant will play a key role in promoting projects, mobilizing resources for sustainable site management, and developing activities for capacity building, technical cooperation, and sustainable tourism, including resilience to climate change and disaster risk management.
Responsibilities
The consultant will design, coordinate, and monitor cooperation initiatives for the conservation and management of World Heritage Sites, aligning with the 1972 Convention and the Action Plan for World Heritage in Latin America and the Caribbean. This includes developing project proposals, identifying strategic partners, and maintaining a tracking matrix for cooperation initiatives. Technical support will be provided for the monitoring and strengthening of Peru's World Heritage Sites, including tracking priority issues, maintaining a database, and supporting the National Network of World Heritage Site Managers. The role also involves supporting the planning and preparation of World Heritage Programme activities, such as designing methodologies and agendas for capacity-building workshops. Additionally, the consultant will provide technical support for the review, dissemination, and socialization of a comparative study on the return and restitution of cultural property in Latin America and the Caribbean, including developing a dissemination strategy and organizing related events.
Work Experience
Requires six years of work experience in World Heritage site management and four years of experience in preparing dossiers, reports, or diagnoses on heritage assets. At least one year of experience in similar functions within the United Nations System is also necessary.
Skills
Key competencies include Accountability, Communication, Planning and Organizing, and Results Focus. Proficiency in Spanish (native or advanced/fluent) is essential. Desirable qualifications include training in disaster risk management for World Heritage Sites.
