Programme Specialist (Global Ocean Observing System)

Organizational Context

The Global Ocean Observing System (GOOS) is a vital international initiative co-sponsored by UNESCO's Intergovernmental Oceanographic Commission (IOC), WMO, UNEP, and ISC. It unites countries, institutions, scientists, and professionals to conduct coordinated, sustained, and globally integrated ocean observations. GOOS is fundamental to understanding our changing ocean by providing essential ocean variable (EOV) data through a robust global infrastructure.

Job Purpose

Under the authority of the IOC Executive Secretary and the Head of Section, this Programme Specialist (P-4) will provide international leadership in managing and overseeing GOOS operations. The role involves coordinating ocean observation systems and supporting Member States. The incumbent will advise on and report on programme design, progress, and coordination with Member States, as well as the ocean observation, data, research, and marine policy communities. This position operates within UNESCO's strategic frameworks, including the IOC and GOOS workplans, ensuring alignment with organizational objectives and fostering global cooperation in ocean science and monitoring.

Responsibilities

The Programme Specialist will support the delivery of the GOOS strategy and workplan, fostering engagement with Member States, sponsors, and expert groups. Key responsibilities include managing GOOS technical operations, engagement, and reporting in collaboration with IOC, WMO, and OceanOPS. This involves strengthening relationships for the global ocean observing system and ensuring FAIR data flow for essential ocean variables, while promoting innovation and best practices. The role also focuses on enabling ocean observations for applications in operational services, climate, and ocean health, supporting system design and success metrics. Additionally, the incumbent will manage a portion of the section's budget, personnel, and project execution, and lead extrabudgetary work as needed. Advancing communications to inform Member States, increase GOOS visibility, and foster partnerships is crucial.

Work Experience

A minimum of seven years of progressively responsible professional experience in a relevant field is required, with at least three years at the international level. Proven experience in strategizing and managing large-scale projects or programmes is essential. Experience within the United Nations system or another international organization is desirable.

Skills

Strong understanding of ocean observing system design, data management, and technologies. Solid knowledge of the global ocean observing system. Excellent analytical and problem-solving skills. Demonstrated ability to translate strategy into action, manage risk, and build partnerships. Ability to monitor project feasibility, collaborate effectively in a multicultural team, manage multiple priorities, and communicate clearly in writing and orally.
