Programme Specialist (IOC Data and Information Exchange)

Organizational Context

The International Oceanographic Data and Information Exchange (IODE) of the Intergovernmental Oceanographic Commission (IOC) of UNESCO was established in 1961. Its purpose is to enhance marine research, exploitation, and development by facilitating the exchange of oceanographic data and information between Member States. IODE aims to meet user needs for data and information products, recognizing the importance of the ocean research and observation community and providing societal benefits through data services.

Job Purpose

Under the authority of the Executive Secretary of IOC and direct supervision from the Head of Section, the Programme Specialist will manage and administer the work of the IODE. This role provides international leadership in delivering the IOC data architecture, standards, management, and exchange in collaboration with stakeholders and in support of Member States. The incumbent will advise on and report on programme design, guidelines, resources, and progress, coordinating with Member States and data user communities. The work aligns with UNESCO's Medium-Term Strategy, the approved programme and budget, and the IOC's strategic frameworks, ensuring effective data management and exchange for enhanced marine research and development globally.

Responsibilities

Lead strategic planning, operations, partner engagement, and delivery of the IOC data architecture and IODE data systems, coordinating FAIR data management with committee members, other IOC sections, GOOS, WMO, and UN entities. Strengthen data management capacity of IOC Member States by developing outreach materials and relationships with NODCs and ADUs. Manage the subsection's budget, personnel, and project execution, ensuring alignment with IOC and IODE mandates. Draft and oversee extra-budgetary project proposals and their implementation. Organize IODE committee meetings and expert groups, reporting progress to the IOC governing body. Support internal and external communications to inform Member States and increase visibility, resources, and partnerships. Conduct horizon scanning to identify emerging trends and technologies for agile and responsive data systems. Provide expert advice on data standards, management, and exchange. Manage day-to-day operations of the IODE office at VLIZ and represent IODE and IOC in relevant forums.

Work Experience

A minimum of seven years of progressive professional experience in marine sciences or a related field, with at least three years at the international level. Experience managing international data interoperability, ocean observing, or data policy projects, including stakeholder engagement, is essential. Experience in fundraising and resource mobilization is also required. Experience within the UN system or coordinating large-scale data infrastructures is desirable.
