Programme Specialist

Organizational Context

The Intergovernmental Oceanographic Commission (IOC) of UNESCO seeks a Programme Specialist (P-4) in Paris, France. This role operates under the Assistant Director-General of UNESCO and Executive Secretary of IOC, reporting to the Head of the Ocean Science Section. The Programme Specialist will lead and manage the IOC's capacity development and ocean literacy programme, a critical cross-cutting initiative supporting all IOC sections and value chains.

Job Purpose

The Programme Specialist will provide international leadership in building capacity and enhancing ocean literacy among IOC Member States, aligning with IOC governing body priorities. This involves generating ocean understanding, applying tools for managing ocean-based activities, strengthening community resilience, and meeting multilateral obligations. The role requires managing, advising on, and reporting on programme design, resources, and progress for both regular and extra-budgetary funded initiatives. The incumbent will operate within UNESCO's strategic frameworks, including the IOC Medium-term Strategy and the IOC Capacity Development Strategy (2023-2030), ensuring alignment and effective delivery of the programme's objectives to Member States and the broader ocean science community.

Responsibilities

Lead strategic planning, operations, partner engagement, and delivery of the capacity development and ocean literacy programme in collaboration with the Head of Section and Executive Secretary. Coordinate programme evolution with other IOC components, including the OceanTeacher Global Academy, IOC sections, Regional Sub-Commissions, and UN entities. Conduct horizon scanning to ensure the programme remains agile and scalable to meet evolving Member State needs. Establish and expand relationships with Member States and international stakeholders, including research institutions, NGOs, and philanthropic organizations. Assist in managing projects, budgets, and personnel, ensuring efficient delivery of activities aligned with IOC mandates and strategies. Draft and oversee extra-budgetary project proposals and their implementation, and manage temporary staff and contractors. Develop and promote a coherent narrative on integrated capacity development and ocean literacy to external audiences. Implement effective coordination mechanisms for capacity development and ocean literacy activities to enhance efficiency and coherence within IOC. Lead and manage steering, advisory, or expert groups as requested by Member States. Undertake additional work and projects supporting IOC Member States as required.

Work Experience

A minimum of 7 years of progressive professional experience in marine education, capacity development, or ocean literacy, with at least 3 years at the international level. Experience in designing, implementing, managing, and evaluating international multidisciplinary programs or projects is essential. Demonstrated experience in partnership building, resource mobilization, and collaboration with governments and various agencies is required. Proven ability to lead, supervise, and coordinate teams effectively is necessary.

Skills

Solid knowledge of and connectivity with marine education capacity building and ocean literacy networks. Experience in setting strategic priorities and monitoring/evaluation metrics. Excellent oral and written communication skills, with the ability to make persuasive presentations to diverse audiences. Strong understanding of due diligence, compliance, and intellectual property rights. Commitment to valuing expert contributions in capacity development and ocean literacy.
