Chief of Section (Tsunami Resilience)

Organizational Context

The Tsunami Resilience Section (IOC/TSR) operates under the Intergovernmental Oceanographic Commission (IOC) and is responsible for coordinating four regional end-to-end tsunami warning and mitigation systems. Staff at Headquarters and field locations support projects to enhance preparedness and awareness of tsunamis and other coastal disasters. The section also drives observation, research, and policy developments to improve early warning systems and overall preparedness.

Job Purpose

The Chief of Section will lead, coordinate, and organize the activities of the IOC Tsunami Programme and the Global Sea Level Observing System (GLOSS) programme. This involves liaising with national and international sea level centers and the tsunami sea level monitoring network. The role requires defining Section priorities, translating them into programmatic and thematic strategies, and developing relevant policies. The incumbent will also be responsible for maintaining and pursuing partnerships with organizations and securing resources to enhance these critical programs, ensuring the consolidation and development of the global tsunami early warning and readiness system.

Responsibilities

The Chief of Section will provide guidance for the development, implementation, and coordination of services and scientific support for four Intergovernmental Groups (ICGs), including their Working Groups and Officers. This includes defining programmatic priorities and resource mobilization strategies. The role involves directing the design and implementation of Tsunami and GLOSS programs by monitoring work plans, preparing reports, policies, and guidelines, and liaising with regional bodies. Capacity development in tsunami warning systems and preparedness will be organized through coordinating working groups, facilitating knowledge transfer, and reinforcing Member State capacity. The Chief will ensure coordination with UN partners, represent the Section externally, and influence policy development. Resource mobilization efforts will include engaging donors and managing the funding process. Staff and administrative management, including budget oversight, are also key responsibilities.

Work Experience

A minimum of ten years of progressively responsible professional experience in managing and coordinating research or project work in marine sciences, with at least five years at the international level, is required. Solid experience with tsunami or coastal hazard early warning systems, working with scientific communities and government officials, and proven experience in staff and team management are essential.
