The UNESCO International Institute for Educational Planning (IIEP-UNESCO) in Africa, based in Dakar, Senegal, strengthens the capacity of member states to plan and manage their education systems. IIEP-UNESCO Africa is recognized for its educational sector analyses, assisting African countries in developing robust education development plans aligned with the 2030 Agenda for Education. Through capacity building, it contributes to diagnostic analyses, sector plans, and methodological tools for more relevant and sustainable educational policies.
Job Purpose
The UNESCO International Institute for Educational Planning (IIEP-UNESCO) in Africa seeks a consultant specializing in human resource management within the education sector. This role involves providing high-level technical support and working autonomously on various projects. The consultant will contribute to developing teacher merit evaluation and recognition systems, defining equitable teacher allocation formulas, establishing inter-sectoral dialogue mechanisms for decentralized education management, and supporting the implementation of new decentralized human resource management frameworks. The objective is to enhance the coherence between planning, policy implementation, and educational quality improvement.
Responsibilities
Under the authority of the Head of Office and the supervision of the Head of Technical Cooperation, the consultant will contribute to key projects. This includes supporting the development of a teacher merit evaluation and recognition system by analyzing current practices and international best practices, and defining differentiated system scenarios. The consultant will also support the definition and application of an equity formula for teacher allocation, including developing its application manual and a user training guide. Additionally, the role involves supporting the identification of an inter-sectoral dialogue mechanism for decentralized education management, analyzing sector responsibilities, diagnosing coordination mechanisms, and developing a joint action plan. Finally, the consultant will provide technical and operational support for the implementation of new decentralized human resource management devices in education, including developing an accompaniment plan and supporting training and monitoring.
Work Experience
At least ten years of relevant experience in managing and executing public sector human resource projects. Proven expertise (minimum 10 years) in human resources, HR policy reform, legal frameworks, and HR management practices within the education sector. At least two similar assignments supporting HR management in the education sector, preferably in Africa.
Skills
Proven ability to communicate orally and facilitate discussions with high-level education authorities and partners. Excellent writing and synthesis skills. Excellent knowledge of African education systems and their human resource management challenges.
