Organizational Context

The International Institute for Educational Planning (IIEP-UNESCO) in Africa, based in Dakar, Senegal, strengthens member states' capacity to plan and manage educational systems. IIEP-UNESCO Africa is recognized for its educational sector analyses, assisting African nations in developing robust educational development plans aligned with the 2030 Agenda for Education. Through capacity-building, it produces diagnostic analyses, sector plans, and methodological tools to foster relevant and sustainable educational policies.

Job Purpose

The International Institute for Educational Planning (IIEP-UNESCO) Africa seeks an experienced consultant to support partner countries, particularly in educational sector analysis and planning. This role involves assisting governments in designing, implementing, and monitoring educational policies and strategies tailored to national contexts. The consultant will also contribute to strengthening national capacities for sustainable educational processes. The position requires close coordination with technical and financial partners, managing multiple simultaneous projects, and providing support in educational resource management and financial simulations, especially in Portuguese-speaking African countries. The consultant must be proficient in Portuguese and capable of independently handling complex activities from the outset.

Responsibilities

The consultant will support educational sector diagnostics by collecting, processing, and analyzing data from national and international sources, and co-leading the drafting and quality assurance of sector analysis chapters. Responsibilities include developing financial simulation models for education, designing model architectures, ensuring methodological coherence, processing financial and statistical data, and facilitating discussions with national authorities and partners. The consultant will also assist in developing, implementing, and monitoring education sector plans, guiding national teams in defining strategic priorities, contributing to programming and financing frameworks, and supporting action plans and monitoring mechanisms. Additionally, the role involves contributing to regional programs for inclusive education, developing technical proposals, supporting bureau management, and capitalizing on developed experiences and tools.

Work Experience

A minimum of five years of relevant experience in educational systems analysis in developing countries, with a preference for African contexts. Demonstrated experience in conducting or co-piloting sector analyses (e.g., RESEN) and educational financial simulation models. Proven experience in designing social research instruments, data collection, management, analysis, and report writing is essential. Proficiency in using databases, analytical tools, statistical modeling, and data visualization is also required.

Skills

Excellent command of statistical and econometric techniques for the education sector. Strong knowledge of educational systems in developing and emerging countries and their associated challenges. Excellent ability to independently lead complex analytical work and deliver quality outputs on time. Aptitude for supporting and collaborating with diverse teams. Clear and precise communication skills, both oral and written. Excellent proficiency in Stata. Excellent oral and written communication skills in Portuguese and English; knowledge of French is an asset.
