Organizational Context
Cameroon has adopted its National Strategic Plan for the Development and Sustainability of the SIGE and School Mapping for 2020-2030. The primary goal is to enhance the monitoring and evaluation of the Education and Training Sector Strategy (SSFE) 2023-2030 by ensuring timely production of quality data for informed decision-making. The plan focuses on institutional restructuring, capacity building, data quality improvement, enhanced data dissemination, strengthened partnerships, and the sustainability of the SIGE and School Mapping.
Job Purpose
The purpose of this consultancy is to conduct an external mid-term evaluation of the implementation of Cameroon's National Strategic Plan for the Development of SIGE and School Mapping (2020-2030). The consultant will support the revision of the strategic document based on the evaluation's recommendations and develop a new budgeted operational plan for 2026-2030. Key objectives include assessing progress, identifying constraints and best practices, evaluating the execution of the 2021-2025 operational plan, and strengthening the capacities of national teams in strategic review and monitoring-evaluation approaches. The consultancy aims to ensure faithful reporting on SIGE development and analyze the evolution of implementation indicators.
Responsibilities
The consultant will develop a detailed work plan in consultation with national teams, specifying methodology, activities, timelines, and responsibilities. This involves collecting data from various education sector administrations, planning and finance ministries, statistical institutes, and technical and financial partners. The collected data will be analyzed to produce a report on the implementation status of the PSND-SIGE 2020-2030, highlighting key results, constraints, best practices, and recommendations. The consultant will also evaluate the execution of the 2021-2025 Operational Plan, identifying achieved and unachieved activities, reasons for deviations, and proposing corrective measures. Additionally, the role includes supporting the technical preparation of the PSND-SIGE 2020-2030 review, enhancing the capacities of national teams in strategic review methodologies, participating in the review process, and assisting in synthesizing conclusions and recommendations. Finally, the consultant will support the revision of the 2020-2030 Strategic Plan and the development of the new 2026-2030 operational plan.
Work Experience
Requires at least 10 years of experience in qualitative and quantitative education support and analysis. Proven experience of at least 5 years in evaluating or analyzing educational project/sector management systems, particularly SIGE development and evaluation, is essential. Experience collaborating with public institutions and/or technical and financial partners is also necessary.
Skills
Excellent training and skills transfer capabilities. Strong ability to work in a team, under pressure, with a spirit of synthesis. Excellent writing and communication skills, with solid interpersonal and presentation abilities. Good command of IT tools. Fluency in French or English is required.
