The UNESCO Institute for Statistics (UIS) is the primary source for global, comparable data on education, science, culture, and communication. As UNESCO's statistical agency, it collaborates with national offices to produce key indicators. Effective planning, monitoring, evaluation, and reporting are crucial for UIS's accountability, performance, and decision-making, ensuring alignment with UNESCO's strategic objectives and donor commitments. A temporary capacity gap necessitates this consultancy.
Job Purpose
This consultancy aims to ensure the continuity of critical institutional planning, monitoring, evaluation, and reporting functions within the UNESCO Institute for Statistics (UIS) during a four-month period. The consultant will provide essential operational support for these processes, maintain vital institutional tools and systems, and facilitate an orderly handover of responsibilities and documentation. The role is vital for maintaining UIS's accountability, organizational performance, and informed management decision-making by ensuring that work plans, budgets, and results frameworks remain aligned with strategic priorities and reporting requirements.
Responsibilities
The consultant will coordinate the consolidation and quality assurance of UIS annual and biennial work plans, ensuring clear results, indicators, and targets, and their alignment with financial forecasts, budgets, and procurement plans. They will support senior management in translating strategic priorities into operational instruments and advise on results-based management principles. Responsibilities include coordinating programme monitoring cycles, consolidating performance data, and maintaining the UIS management dashboard and SharePoint platform. The consultant will also track oversight recommendations, update the risk register, and support evaluation coordination and organizational learning by documenting lessons learned. Furthermore, they will draft inputs for statutory and donor reports, collaborate on resource mobilization efforts, and provide advisory support on planning, monitoring, and reporting tools. A key task is developing an induction program and preparing a comprehensive handover package.
Work Experience
A minimum of five years of progressive experience in institutional planning, budget monitoring, results-based management, and reporting is necessary. Experience in supporting organization-wide planning within an international or UN system context is required. Experience with reporting, managing planning tools, and supporting senior management is advantageous.
Skills
Proficiency in professionalism, communication, teamwork, planning, organizing, and accountability is essential. Technical skills include advanced knowledge of results-based management tools, strategic planning, programme/project management, and excellent drafting and quality assurance abilities. Advanced proficiency in MS Office Suite and SharePoint is required; dashboard/analytics experience is a plus.
