Organizational Context

The Kiribati ICT Transformation of Education Systems (KITES) Project, funded by the Global Partnership for Education, aims to enhance equitable access to quality education and improve teaching and learning through ICT investments. The project addresses challenges like geographic isolation and limited resources. Led by the Ministry of Education, UNESCO serves as the Grant Agent, providing technical oversight and support. The project focuses on improving ICT infrastructure, digital resources, and strengthening the Kiribati Education Management Information System (KEMIS) for better data-driven decision-making.

Job Purpose

This consultancy supports Component 3 of the KITES Project, focusing on Systems Reform by assessing the current status of the Kiribati Education Management Information System (KEMIS) and the broader education data management ecosystem. Building upon the 2024 EMIS Readiness Assessment for Transformation (RATT), the consultant will provide essential evidence and an implementation roadmap. The objective is to support the Ministry of Education in assessing KEMIS operational status, identifying functional and data gaps, mapping existing datasets for integration, and reviewing related initiatives and stakeholder contributions. The consultant will develop a phased roadmap to guide future KEMIS enhancements and strengthen education data systems under the KITES Project.

Responsibilities

The consultant will conduct a diagnostic of KEMIS operations, reviewing the RATT findings, assessing system architecture, functionality, data collection, management, and reporting processes. This includes evaluating data availability, quality, and use across the Ministry of Education and identifying key technical, data, institutional, and governance gaps. Responsibilities also include mapping existing education datasets, assessing their integration status within KEMIS, and identifying priority datasets for future integration, paying attention to ICT infrastructure, teacher development, and GEDSI indicators. Furthermore, the consultant will map KEMIS-related initiatives and stakeholder contributions, assessing coordination mechanisms and recommending improvements. Finally, the consultant will develop a phased implementation roadmap for KEMIS enhancement, outlining requirements, capacity development needs, and sustainability considerations, and will facilitate stakeholder consultations and validation workshops to finalize deliverables.

Work Experience

A minimum of ten years of progressive experience in Education Management Information Systems (EMIS), information systems development, education planning, or monitoring and evaluation is required. Demonstrated experience in conducting EMIS assessments, systems analysis, or data systems strengthening initiatives is essential. Experience with Ministries of Education and development-funded programs is also necessary.

Skills

Essential skills include strong knowledge of EMIS and education data management, familiarity with relevant ICT systems, and understanding of education sector planning and evidence-based decision-making. Proficiency in data quality assurance, analytical skills, report writing, facilitation, and stakeholder engagement is also crucial for effective communication and collaboration.
