Organizational Context

The UNESCO International Institute for Educational Planning (IIEP-UNESCO) in Africa, based in Dakar, Senegal, specializes in strengthening member states' capacity to plan and manage educational systems. IIEP-UNESCO Africa is recognized for its educational sector analyses, assisting African countries in developing robust educational system development plans aligned with the 2030 Agenda for Education. Through capacity-building, it supports diagnostic analyses, sector plans, and methodological tools for more relevant and sustainable educational policies.

Job Purpose

The International Institute for Educational Planning (IIEP-UNESCO) in Africa seeks an International Consultant to support ongoing planning processes. This role involves close collaboration with the IIEP-UNESCO team to assist partner countries, particularly in educational sector analysis and planning. The consultant will contribute to the design, implementation, and monitoring of educational policies and strategies tailored to national contexts. A key aspect of this role is transversal capacity building to strengthen local expertise and ensure the sustainability of initiated processes, aligning with the IIEP-UNESCO's mission to enhance educational planning and management across Africa.

Responsibilities

Under the guidance of the Head of Office and direct supervision of the Head of Technical Cooperation, the consultant will contribute to several key areas. This includes supporting the mid-term review of a Partnership Pact, assisting with the self-evaluation phase, facilitating inclusive dialogue, and finalizing the country situation report and mid-term review memorandum. Additionally, the consultant will support the preparation of a planning cycle and the implementation of the final phase of the Education Sector Plan (ESP), including a light mid-term evaluation and updating its results framework. The role also involves drafting a framework note for the finalization of ESP implementation and preparing the next sector planning cycle, as well as updating an ESP by finalizing the simulation model and budget arbitrations and revising the ESP and its annexes.

Work Experience

Minimum of twelve (12) years of relevant international experience in the analysis and planning of educational systems in developing countries, preferably in Africa. Proven experience in developing RESEN, financial simulation models, and ESPs is required, along with demonstrated experience in supporting sector coordination, program design, and evaluation.

Skills

Excellent knowledge of educational systems in developing and emerging countries and their associated challenges. Strong analytical and synthesis skills are essential. Ability to support and collaborate with diverse teams, including national sector teams and international partners. Clear and precise oral and written communication skills, with excellent command of statistical techniques applicable to the education sector.
