Organizational Context
UNESCO's Research, Governance and Diplomacy (RGD) Section, within the Sciences Sector, focuses on strengthening science, technology, and innovation (STI) systems globally. Job Purpose
The Research and Policy Consultant will support the Research, Governance and Diplomacy (RGD) Section in its mission to strengthen global science, technology, and innovation (STI) systems. This role is crucial for the preparation of the 8th edition of the UNESCO Science Report, a key global assessment of STI trends. The consultant will also contribute to initiatives aimed at enhancing scientific literacy and public engagement with science. The position involves research coordination, technical analysis, editorial processes, stakeholder engagement, policy development, and program implementation, all contributing to UNESCO's objectives in fostering evidence-informed decision-making and a global science culture.
Responsibilities
The consultant will contribute to the UNESCO Science Report by providing technical, analytical, and editorial development, including reviewing draft chapters, figures, tables, and references. Responsibilities include conducting research, literature reviews, policy analysis, and data analysis on STI issues to support UNESCO's knowledge products. The role involves coordinating with Editorial Board members, authors, reviewers, consultants, Member States, and partner institutions involved in the Science Report process. Quality assurance will be provided to ensure the analytical coherence, policy relevance, data integrity, and editorial consistency of the report. Additionally, the consultant will support the development and implementation of UNESCO's initiatives on scientific literacy and science popularization, including consultations, workshops, and stakeholder engagement. This includes engaging with experts, Member States, and partner organizations, preparing briefing materials, and contributing to policy briefs and other knowledge products.
Work Experience
A minimum of 5 years of relevant professional experience is required in areas such as research, policy analysis, programme coordination, or editorial coordination. Experience supporting research publications, policy reports, scientific assessments, or international initiatives is necessary. Experience coordinating with international experts, institutions, and stakeholders is also required. Experience in science policy, scientific literacy, science communication, Open Science, or STI systems is desirable, as is experience within the UN system or other international organizations.
Skills
Essential skills include strong analytical, research, and drafting abilities, coupled with excellent organizational and coordination skills. Effective communication and interpersonal skills are vital. The ability to manage multiple tasks, work under tight deadlines, and thrive in multicultural, multidisciplinary environments is crucial. Intermediate to advanced data analysis and visualization skills using tools like Excel, R, Python, Stata, Power BI, or Tableau are required, along with proficiency in online collaboration platforms.
