The Interim Education Plan (PIET 2) for 2021-2024 aims to enhance the Chadian education system's performance. UNESCO supports these plans through various educational projects like PRET, PEFAF, CapED, and PReCET. The UNESCO Regional Office in Yaoundé is recruiting a National Project Assistant in N'Djamena to provide essential technical support for effective project management.
Job Purpose
The purpose of this role is to provide essential technical support for the effective management of UNESCO's educational projects in Chad. This position directly contributes to the country's National Development Plans and the Interim Education Plan (PIET 2), which aim to enhance the Chadian education system's performance and efficiency. The incumbent will ensure the successful implementation, monitoring, and reporting of educational initiatives. Based in N'Djamena, the National Project Assistant will operate under the general authority of the UNESCO Regional Director for Central Africa in Yaoundé and the direct supervision of the UNESCO Antenna Head and Senior Project Coordinator. Key responsibilities include coordinating with partners, preparing annual work plans, developing terms of reference for activities, and ensuring timely reporting within UNESCO's systems. This role is vital for achieving project objectives and supporting the broader educational transformation in Chad.
Responsibilities
The incumbent will monitor the implementation of educational project activities, collaborating closely with partners and stakeholders. This includes contributing to the preparation of annual work plans for education programs, developing comprehensive terms of reference for project activities, and meticulously tracking field operations and contract execution with various service providers. A key responsibility involves ensuring the timely production of accurate progress reports on education project implementation, utilizing UNESCO's internal reporting systems. The role requires active participation in project monitoring and evaluation, verifying the proper execution of partnership agreements, contracts, and allocated funds, while strictly adhering to established project timelines. This will involve conducting regular field missions for monitoring and evaluation. The assistant will also participate in meetings and working sessions with field partners operating in the same educational project areas. Furthermore, the position supports communication and visibility initiatives with all field stakeholders, aids in the capitalization and dissemination of project results, and contributes to organizing conferences, technical meetings, and training workshops. Administrative duties include preparing and compiling relevant documents, processing related requests in coordination with the headquarters project team, and assisting the program in tracking budgets, contracts, and payments with the administration. The incumbent will perform any other tasks necessary to achieve the Bureau's objectives.
Work Experience
Minimum of 6 years of professional experience in the design, implementation, and/or monitoring and evaluation of projects and programs in the education and training sector. Experience with office procedures and practices, preferably within the United Nations system or a multicultural environment, is desirable. Proven experience in resource mobilization and partnership development. Very good knowledge of African educational contexts in general and the Chadian education system in particular.
Skills
Strong project management and implementation support skills in the education sector. Excellent knowledge of Chad's education sector, including planning, implementation, and monitoring and evaluation of projects and programs. Familiarity with Chad's Sectoral Education Plan 2022-2030, SDG4-Education 2030 Agenda, and AU 2063 strategy. Proficiency in MS Office Suite. Excellent oral and written communication skills. Ability to work under pressure, meet deadlines, and undertake regular missions in diverse and challenging contexts. Fluency in French is required.
