Job Purpose
The service contract holder will support the UNESCO Communication and Information (CI) Unit in Cambodia by assisting with the design, coordination, and implementation of its programme activities. This role is crucial for ensuring coherent delivery across the unit's thematic mandate, which includes press freedom, media development, journalist safety, digital transformation, and media and information literacy (MIL), with a specific focus on youth engagement. The incumbent will work within UNESCO's strategic frameworks and global development goals, collaborating with government ministries, UN agencies, civil society, and media partners to achieve these objectives and foster an enabling media environment.
Responsibilities
Coordinate and contribute to the design and implementation of the CI Unit's programme activities in Cambodia, focusing on press freedom, media development, journalist safety, digital transformation, and MIL, with attention to youth engagement. This involves consultation with government ministries and local partners, preparing correspondence, following up with stakeholders, identifying implementing partners, and monitoring project activities. Provide technical assistance, including needs assessments and drafting technical papers and policy briefs on access to information, freedom of expression, digital transformation, and youth engagement to support evidence-based programming and policy dialogue. Assist in organizing meetings, workshops, and trainings, developing logistical materials, and supporting the procurement and supervision of consultants and experts. Collect, compile, and analyze data on media development and freedom of expression, preparing project briefs and progress reports in English and Khmer. Facilitate press briefings and public information activities to enhance the visibility of UNESCO's CI programme. Additional activities may be assigned to ensure team success.
Work Experience
Demonstrated experience in programme coordination within an international organization, UN system, or NGO is essential. Substantive knowledge and experience in media development, press freedom, or journalist safety are required. Experience in stakeholder engagement with government counterparts, civil society, and media organizations is also necessary.
Skills
Excellent written and oral communication skills in English and Khmer are required. Strong analytical, drafting, and reporting skills are essential. The ability to manage multiple workstreams simultaneously and meet deadlines is crucial. The candidate should be proactive, well-organized, and capable of working both independently and collaboratively within a team environment.
