Consultant - Development of a Guide for the Planning of Curriculum Transformation
Organizational Context
UNESCO and its Category I Institutes, including the International Bureau of Education (IBE) and the International Institute for Educational Planning (IIEP), are developing a "Methodological Guide for Planning and Monitoring the Implementation of Curriculum Transformation." This initiative aims to enhance member states' capacities in curriculum reform design, planning, management, implementation, and monitoring, building on existing IBE work and addressing the need for operational frameworks.
Job Purpose
The consultant will design and draft Chapter 3 of the guide, titled "Monitoring, Risks, and Regulations," along with associated methodological tools. This involves developing sections on results frameworks, SMART performance indicators, risk analysis, accountability mechanisms, monitoring roles, periodic reporting, and the relationship between monitoring and evaluation. The consultant will also provide quality assurance for Chapters 1 and 2, ensuring overall consistency and coherence across the entire guide, thereby contributing to the practical application of curriculum transformation strategies in member states.
Responsibilities
Develop content for Chapter 3 of the guide, focusing on monitoring, risks, and regulations in curriculum transformation. This includes creating sections on results frameworks, identifying and formulating SMART performance indicators, conducting risk analysis, establishing accountability mechanisms for technical and financial monitoring, defining roles and responsibilities for monitoring activities, and outlining the preparation of periodic monitoring reports. Additionally, the consultant will address the effectiveness of monitoring systems and the interplay between monitoring and evaluation, emphasizing the use of evaluation findings for learning and improvement. The consultant will also develop practical tools such as a results framework template, a risk analysis template, a monitoring dashboard, and an impact measurement template. Finally, the consultant will review Chapters 1 and 2 and provide revised and final validated versions of Chapter 3 and the complete guide.
Work Experience
A minimum of 10 years of relevant professional experience in the education sector is necessary. This includes experience in designing or supporting curriculum reforms, demonstrated expertise in curriculum reform planning, and proven proficiency in results-based management (RBM), monitoring and evaluation, and risk management.
Skills
Demonstrated experience in designing, developing, and monitoring performance indicators, including qualitative ones. Strong knowledge of methodologies for measuring, analyzing, and evaluating results and impacts. Experience working with Ministries of Education, UNESCO, UNICEF, or similar international organizations. Excellent drafting and writing skills in either French or English.
