Organizational Context
The UNESCO Regional Office in Santiago hosts the Latin American Laboratory for the Assessment of the Quality of Education (LLECE), a collaborative initiative involving 19 member countries. LLECE's mission is to monitor student learning progress in the region and generate reliable data for educational policy decisions. With over 30 years of experience, LLECE has conducted several regional comparative studies, contributing to global educational agendas and the achievement of SDG 4.
Job Purpose
This consultancy aims to develop descriptive profiles of LLECE member countries and subnational units based on key socioeconomic and educational variables. The primary objective is to construct comparable country clusters that will serve as reference groups for analyzing results from the ERCE 2025 study and future cycles. This will enable more equitable comparisons by accounting for similar structural conditions within educational systems. The consultant will collect and consolidate updated information, create standardized profiles, perform multivariate analysis to form clusters, describe these clusters, and provide recommendations for their use in comparative analyses and educational policy-making.
Responsibilities
The consultant will be responsible for collecting and consolidating updated socioeconomic and educational data for all LLECE countries and subnational units. This includes developing standardized descriptive profiles for each unit, highlighting their relative position within the region. A key task involves conducting multivariate analysis to create comparable country clusters, providing a methodological justification for the grouping criteria. The consultant will also describe the resulting clusters, identify their defining characteristics, and formulate recommendations for their application in comparative analyses. Additionally, the consultant will generate information to characterize and dimension the region, including data on students, teachers, schools, and investment, and produce visualizations of the clusters. The work will be supervised by the LLECE coordination team at UNESCO Santiago, with regular progress reviews and deliverables approval.
Work Experience
A minimum of 5 years of experience in quantitative analysis of socioeconomic or educational data is necessary. Prior experience in multivariate statistical analysis, classification or clustering techniques, working with international data from organizations like UNESCO or the World Bank, comparative research in Latin America, and preparing technical reports for public or multilateral bodies is highly valued.
Skills
Proficiency in statistical analysis tools (e.g., R, Python, Stata) is essential. The candidate must demonstrate strong database construction and management skills, excellent written and verbal communication abilities to convey technical results to non-specialized audiences, and a high capacity for planning, organization, and time management. Advanced written and spoken Spanish is required; proficiency in Portuguese or English is an advantage.
