Job Purpose
The Consultant will support the UNESCO Islamabad Office's "Radio Education: Promotion of Learning through Radio in Marginalized Areas of Pakistan" project. This project, developed from lessons learned during the COVID-19 pandemic, focuses on improving educational access in remote areas through Interactive Radio Instruction. The Consultant's role involves managing contracts and vendors for the project, ensuring compliance with quality standards and deliverables. Additionally, the Consultant will assist the Culture Sector with event organization and capacity-building activities, contributing to the promotion of Pakistan's cultural heritage through broadcast content.
Responsibilities
The Consultant will provide technical oversight and contract management for vendors and service providers engaged in the Radio Education Project. This includes assessing compliance with specifications, quality standards, and timelines, and offering technical guidance on content and production. The role involves reviewing vendor deliverables, conducting technical monitoring, and validating outputs for payment processing. The Consultant will utilize UNESCO's results-based management systems for tracking and reporting, and prepare technical inputs for donor engagement. Responsibilities also include drafting project reports, Requests for Proposals, and Terms of Reference. Furthermore, the Consultant will support the Culture Sector in planning and delivering capacity-building sessions and events, developing programmatic documents, and documenting outcomes. This includes liaising with stakeholders to ensure coordinated program delivery and performing other assigned tasks.
Work Experience
A minimum of two years of relevant professional experience is required. This includes demonstrated technical experience in contract management, developing technical specifications, reviewing deliverables, and applying M&E tools. Experience with results-based management, gender mainstreaming, and drafting technical documents like TORs and RFPs is also necessary.
Skills
Key skills include strong analytical, organizational, and coordination abilities. The Consultant must be able to work effectively under tight deadlines, draft high-quality documents, and build partnerships. Excellent presentation and communication skills are essential, along with strong interpersonal skills for multicultural environments. Proficiency in IT, including office productivity and online collaboration tools, is required. Fluency in English and a good knowledge of Urdu are necessary.
