Job Purpose
The consultant will provide international technical expertise to design and refine an innovation transfer system for pre-service teacher education in Uzbekistan. This system will facilitate the effective adoption of teacher education reforms across pedagogical universities. The role involves developing a scalable and sustainable model for transferring innovations from a central institution to regional ones. Additionally, the consultant will contribute to establishing professional standards and policy frameworks necessary for the wider implementation of these reforms, ensuring that new educators are equipped with contemporary, competency-oriented skills.
Responsibilities
The consultant is responsible for developing a model for innovation transfer within pre-service teacher education programs. This includes strengthening the capacity of institutions to implement competency-based, gender-responsive, and inclusive teacher education approaches. A key task is to develop professional standards for teacher trainers that align with the requirements of competency-based education reform. The consultant will also contribute to the development of normative and policy documents essential for the phased national scale-up of these educational reforms, ensuring a structured and effective implementation process across the country.
Work Experience
A minimum of 10 years of progressive experience in teacher education reform or higher education development is necessary. Demonstrated experience in competency-based teacher education, institutional capacity building, and scaling educational innovations is essential. Experience in developing professional standards, competency frameworks, and quality assurance systems is also required.
Skills
Essential skills include excellent analytical and strategic planning capabilities, strong facilitation and stakeholder engagement abilities, and proficient report-writing skills. The ability to work effectively within multicultural environments is also crucial for this role.
