Organizational Context
UNESCO Islamabad is seeking a National Consultant to support the "Empowering TVET Managers through Capacity Building for Institutional Transformation and Sustainable Development in Pakistan" project. This initiative, co-financed by BMZ and the European Union, aims to enhance leadership and management skills for 300 TVET managers. The project utilizes a blended learning approach, involving online modules, workshops, and policy dialogues, engaging various federal and provincial TVET institutions. UNESCO Islamabad acts as the in-country operational focal point, coordinating with UNESCO-UNEVOC in Bonn.
Job Purpose
The National Consultant will be instrumental in ensuring the effective in-country coordination, technical facilitation, and operational support for the TVET Leadership and Management Capacity-Building Programme in Pakistan. This role serves as a crucial liaison between UNESCO Islamabad, UNESCO-UNEVOC, national stakeholders, and programme participants throughout the project lifecycle. The consultant will facilitate coordination with key partners such as GIZ, NAVTTC, and TEVTAs, support the organization of training activities, workshops, and policy dialogues, and assist in monitoring, reporting, and documentation. Ultimately, the consultant's efforts will contribute to enhancing the leadership and institutional capacities within Pakistan's TVET sector, aligning with UNESCO's procedures and project objectives.
Responsibilities
The Consultant will facilitate the implementation of the capacity-building programme by supporting online learning, assignments, and face-to-face workshops. This includes liaising with facilitators and experts, preparing event documents, and supporting the review of participant assignments. Logistical arrangements for workshops, on-site facilitation, and systematic documentation of events will also be key responsibilities. Additionally, the consultant will support the development of knowledge products through field data collection, including instrument finalization, activity coordination, and preliminary data analysis. Contributions to reports, handbooks, and case studies are expected, ensuring ethical data collection practices. The role also involves supporting the organization of the national policy dialogue, from background documentation to participant invitation and event facilitation, culminating in a comprehensive report. Operational support for UNESCO-UNEVOC missions, communication and visibility activities, maintaining programme records, and preparing progress reports are also integral to the assignment.
Work Experience
A minimum of 5 years of relevant professional experience is necessary in project coordination, education, TVET, capacity development, or development cooperation. Demonstrated experience in coordinating training programs, workshops, and multi-stakeholder engagement is essential. Experience in field data collection, drafting technical documents, and working with government institutions or development partners is also required.
Skills
Key skills include excellent communication, analytical, report-writing, and coordination abilities. Proficiency in MS Office and online collaboration platforms is necessary. Strong organizational skills, the ability to work effectively with diverse stakeholders, and the capacity to manage multiple tasks under tight deadlines are crucial. Fluency in English is required, with knowledge of Urdu being an asset.
