Organizational Context
UNESCO's Education Sector leads global and regional efforts to ensure quality lifelong education for all. In Peru, UNESCO, in partnership with Fundación Porticus, has developed the 'Horizontes Amazonía' program for secondary education in the Amazon region. This program aims to provide adolescents with comprehensive education, fostering socio-emotional, intercultural, environmental, and sustainable technical-productive skills.
Job Purpose
The consultant will provide specialized technical assistance to strengthen the strategic and operational management of the 'Horizontes Amazonía' Program. This involves monitoring execution processes, supporting budget management, enhancing accountability capacities of implementing partners, identifying funding opportunities, and developing new initiatives to ensure the program's sustainability. The role focuses on improving program implementation, financial oversight, and fostering youth entrepreneurship and knowledge management within the Amazon region of Peru.
Responsibilities
Monitor the implementation of the 'Horizontes Amazonía' Program, including Implementation Partner Agreements (IPAs), service contracts, and consultancies, ensuring commitments, products, and deadlines are met. Prepare regular progress reports, identifying risks and improvement opportunities. Support the organization and systematization of program information. Conduct periodic budget execution analysis, identifying alerts and recommending financial management improvements. Provide financial technical assistance to implementing partners for reporting and accountability. Design and update tracking tools and reporting formats. Participate in technical meetings, offering expertise. Identify funding opportunities and strategic allies. Contribute to project proposals and technical documents for resource mobilization. Systematize technical information and evidence for project formulation. Identify and promote youth entrepreneurship initiatives and platforms, supporting their sustainability. Lead technical assistance for promising youth entrepreneurship projects. Systematize lessons learned and best practices. Prepare technical reports and executive summaries.
Work Experience
Minimum of ten (10) years of general professional experience in the public, private, or international cooperation sectors. Minimum of two (02) years in coordination, management, or monitoring of development programs or projects. Experience in education, youth, indigenous peoples, conservation, climate change, or sustainable development programs is a plus. Minimum of three (03) years in monitoring, information analysis, project management, or results-based management.
Skills
Proficiency in Microsoft Excel (pivot tables, functions, analysis) and Microsoft Word/PowerPoint (intermediate/advanced) for technical reports and presentations. Spanish: native or advanced/fluent. English: intermediate level. Competencies include: Accountability, Communication, Planning and Organizing, and Results Focus.
