Organizational Context
UNESCO is implementing the 'Transforming Technical Vocational Education and Training (TVET)' project in Jordan, funded by Global Affairs Canada. This initiative strengthens the national TVET ecosystem, addressing labour market needs, youth unemployment, and gender disparities. It supports the Ministry of Education's TVET reforms, including BTEC-based vocational education. UNESCO provides technical assistance to enhance career guidance systems in schools, focusing on gender-sensitive and inclusive approaches. This assignment operationalizes the Career Guidance Model and Manual through a Training of Trainers (ToT) program, institutionalizing its application in vocational education schools.
Job Purpose
This assignment, part of UNESCO's Technical Assistance Programme, aims to strengthen career guidance systems and tools in Jordanian schools. Specifically, it involves training relevant personnel on an updated career guidance system and organizing workshops for vocational education schools on gender-responsive guidance approaches. The UNESCO Amman Office seeks an expert consultant to design and deliver a Training of Trainers (ToT) program based on the Career Guidance Model and Manual. The consultant will develop a practical ToT package aligned with Ministry of Education priorities and the TVET reform context. This program will enable selected MoE participants to effectively understand, facilitate, and support the Career Guidance Model and Manual in vocational education schools. Key aspects include integrating gender-sensitive and inclusive career guidance, labour market information, TVET/BTEC pathways, and links with work-based learning. The role also involves documenting training outcomes, participant feedback, lessons learned, and recommendations for future implementation and scaling.
Responsibilities
The consultant will collaborate with the Ministry of Education and UNESCO's program team to plan and align the Training of Trainers (ToT). This involves consulting with MoE counterparts to confirm participants, objectives, and delivery modalities, then translating the Career Guidance Model and Manual into a practical ToT structure aligned with MoE systems and the TVET reform context. A comprehensive ToT package must be designed, enabling participants to deliver future training sessions. This package will include an agenda, session plans, slides, facilitator notes, participant handouts, practical exercises, pre/post-training assessments, application templates, and guidance for cascade training. The ToT content will cover key components of the Career Guidance Model, core concepts of career management skills, career exploration, decision-making, use of guidance tools, labor market information, gender-sensitive approaches, engagement with stakeholders, links to BTEC pathways and work-based learning, monitoring, and training facilitation skills. The consultant will deliver interactive, practice-oriented ToT sessions to MoE staff and vocational education stakeholders. Finally, a concise final report is required, summarizing the ToT delivery, participant feedback, assessment results, lessons learned, and recommendations for future roll-out and institutionalization of the Career Guidance Model and Manual.
Work Experience
At least 10 years of relevant professional experience in career guidance/career development, employability, workforce education, TVET, or school to work transition programming. Demonstrated experience designing and delivering training, ToT, workshops, or capacity-building programs for education personnel, career guidance practitioners, counsellors, career services staff, or similar stakeholders. Proven experience developing user centered career guidance, career readiness, employability, or job-search manuals, toolkits, training materials, facilitator guides, digital resources, or practical implementation tools. Proven Experience engaging with senior education stakeholders, universities, ministries, development partners, or education institutions on career guidance, career services, workforce development, or education reform initiatives.
Skills
Strong understanding of labor market responsive programming, youth employability challenges, education-to-employment pathways, and inclusive/gender-sensitive career guidance approaches. Excellent coordination, follow-up, organizational, planning, and prioritization skills. Proficiency in MS Office and relevant digital tools. Ability to manage multiple tasks, work proactively with limited supervision, and perform effectively under pressure in multicultural environments. High professionalism, discretion, and reliability are essential. Excellent communication and interpersonal skills are required for interacting with government counterparts, education institutions, and other stakeholders. Strong teamwork abilities and a good institutional understanding, including respect for communication protocols, are also necessary.
