The UNESCO International Institute for Educational Planning (IIEP) is the sole specialized organization mandated to support educational policy, planning, and management within the UN system. Job Purpose
Under the direct supervision of a Senior Education Specialist and the overall authority of the Director of IIEP, this role supports the implementation of technical cooperation projects focused on educational planning and management for various countries. The incumbent will contribute to analytical work, training programs, and knowledge sharing activities aligned with the Institute's Medium-Term Strategy. Key areas of expertise required include supporting education sector planning, developing and implementing capacity development programs for ministries of education, and planning for Early Childhood Education. This position is crucial for advancing IIEP's mission to enhance education systems worldwide through strategic planning and effective management.
Responsibilities
Support member states in developing, implementing, and monitoring education sector analyses, plans, and policies. Assist in the development of education sector diagnoses and analyses, with a focus on Early Childhood Education. Contribute to the creation and execution of education sector plans, including operational plans and monitoring and evaluation frameworks. Aid in the development of education policies and facilitate discussions with Ministries of Education officials on policy trade-offs and national strategy documents. Develop management and monitoring tools and support joint sector reviews. Assist in designing and delivering training initiatives for education stakeholders to enhance their professional development in educational planning and management. Contribute to the development of new training courses and capacity development programs, including those related to Early Childhood Education. Support the creation of training materials and facilitate, monitor, and evaluate training activities. Produce and disseminate knowledge on education sector planning, analysis, management, and reform implementation, including developing methodological guides and research pieces. Update IIEP's website with relevant documentation and resources. Assist in managing IIEP's technical cooperation portfolio and support project development, implementation, reporting, and evaluation.
Work Experience
A minimum of two years of relevant professional experience in educational planning is necessary, with at least one year gained internationally. Experience in developing education sector analyses, costed multi-operational plans, and MEL frameworks is essential. Expertise in early childhood education planning and implementing training programs for education professionals is also required, alongside experience in evidence-based educational research or policy reviews.
Skills
Excellent analytical skills and a strong understanding of global education issues within international frameworks like the Sustainable Development Agenda. Ability to produce high-quality, concise reports and analyses, and draft concept notes and project proposals. Strong coordination, negotiation, and presentation skills for effective communication in multicultural settings. Proficient in English (verbal and written). Desirable skills include expertise in education data management and analysis, and working knowledge of French or another official UNESCO language.
