Organizational Context

Job Purpose
This consultancy supports the second phase of implementing the UNESCO Guidelines for the Governance of Digital Platforms and the Pretoria Proposition for Action. The role contributes to UNESCO's efforts to promote and protect freedom of expression in the digital environment. The Communication and Information Sector, through its Section for Freedom of Expression and Safety of Journalists, focuses on the impact of digital platforms and new technologies like AI on online rights and information ecosystems. The work involves strengthening regional and cross-regional governance cooperation, reinforcing institutional capacities, and supporting independent media. The consultant will facilitate communication and knowledge-sharing among partner networks, support project implementation at global, regional, and national levels, and contribute to the development of policy-oriented materials.
Responsibilities
The consultant will facilitate communication and knowledge-sharing among partner networks, including the GFN and I4T Knowledge Networks, aligning with the Pretoria Proposition for Action. This involves supporting the strengthening and scaling of these networks to ensure national-to-regional and regional-to-global synergies for human rights-based digital platform governance. The role includes assisting in organizing meetings, consultations, and collaborative processes, and preparing briefing materials and reports. Additionally, the consultant will support the planning, coordination, and implementation of project activities, including meetings, workshops, and capacity-building initiatives. Development of technical, analytical, and policy-oriented materials on digital platform governance, freedom of expression, and information integrity is also a key responsibility. The consultant will also contribute to monitoring activities, workplans, and reporting, including drafting reports and disseminating project outcomes and lessons learned.
Work Experience
A minimum of five years of relevant professional experience is necessary, with at least two years at the international level, preferably within the UN system or another intergovernmental organization. Experience should cover freedom of expression online, digital governance, information integrity, and digital platform governance. Additionally, a minimum of two years of experience in stakeholder engagement, network building, or coordinating multistakeholder initiatives is required, along with two years of experience in organizing international trainings, workshops, and events.
Skills
The position requires strong organizational, communication, and coordination skills. Proficiency in English or French is essential, with a good working knowledge of the other language. Knowledge of Spanish is desirable.
